Over the course of hundreds of years, the population of the Earth has increased drastically. The government had to come up with an efficient solution for population control. The procedure was called "Reduction". Only men with brown eyes and women with blue eyes are allowed to live. Anyone who doesn't meet these requirements must be Reduced by law. After all, who wouldn't want to live in the perfect world, with perfect people?
