There is a saying: "Third time's the charm!" A way of hoping that a third attempt will guarantee whatever the person saying it is pursuing.
This could be said about the current status of the world. A nearly silent conference room, air thick with tension, fear, anger, exhaustion, and determination. Even the person speaking was being quiet and nervous.
The first war was bad enough.
Then they messed up even worse the second time, hoping to solve everything.
And now? In the midst of the Cold War? All nations were hoping with all their might that this would be it.
Third time's the charm, after all. And at least it wasn't a full on war.
That is if nobody messes it up, or does something stupid.
