General Pov

Bill and the two women walked to the kitchen and Stef offered Bill a cup of coffee which he accepted. When they were all seated, Bill pulled Lacey's file which was far from thin. The two moms' eyes widened at the sight.

Lena Pov

Lacey had a pretty thick file but I won't judge because this was the same case with Callie but she wasn't a bad kid, the foster just failed her and her brother.

"So I know what both if you are thinking. Damn that file is full. Please don't judge her by her file. Lacey is a good kid, she just had really bad luck." Bill said to us.

"We get it and besides why would we judge her when Callie's file was the same." Stef said taking he words right out of my mouth. I nodded in agreement.

Stef Pov

As I went through the girl's file I noticed her legal papers were in there. "Bill, Lacey is not from this country?" I asked.

"Oh um no she was born in the West Indies or something like that I'm not sure you will have to ask her.

"Oh okay....Why was she placed in so many abusive and neglecting homes? Isn't it your job to make sure the homes you place kids are safe?" I asked annoyed and angry. My heart went out to this poor teenager who has been through more than any person should ever go through. Lena placed a hand on my shoulder to try and calm me down.

"Well Stef I have tried to place her in a good home but the parents always put up a different front when I'm around. Therefore I don't realize how bad they are until I come for a monthly visit." Bill defensively replied.

Lena Pov

I was looking through Lacey's file when I realized she has been in the system since she was 10. She had to start fending for herself at such a young age.

"What happened to her parents Bill." I asked curiously.

Stef Pov

Being the fact that I am a cop, I can read people really easily. I noticed that at Lena's question Bill's eyes instantly filled with sorrow.

"...Her parents were murdered when she was 10. They never found the murderer. Anyways, she only had a grandmother and uncle alive. Her grandmother wasn't in a good condition to take care of a child and her uncle didn't want to take her in. Lacey was there when her parents were killed and she has never told anyone the details. She has never brought up the subject up." Bill explained. Both Lena and I had tears in our eyes.

There was a long pause of silence that none if the adults were ready to break.

Bill Pov

"Well I have to get going and I will get her off your hands as soon as ---" I started.

"That won't be necessary Bill. We will keep her until you find a CARING family to adopt her." Stef interrupted with Lena nodding in agreement.

"Are you sure about that?" I asked

"We are positive." Lena said firmly.

"Okay. I'll be back for the monthly check up. " I told them. Lacey is in good hands. I gathered up my stuff and started made my way out of the Adams Fosters home feeling good about this placement.
