"Queer" is an umbrella term used to define every sexuality or gender identity that is not straight or binary (see chapter "Non-binary genders").
Every member of the LGBTQA+ community is allowed to call themselves "queer".
It can be used by someone when the term gay, lesbian or bisexual (or non-binary when talking about "gender queers") is not sufficient to describe their inner feelings or when their sexual orientation/gender identity is yet to be defined. It can also be used by gays lesbians and bisexuals who want to take back the negativity on their sexuality and show their pride.
Nowadays, the Q of Queer is often added to the name of the community in hope to be more inclusive.
