Chapter 9: Criminal minds

Its late in Vale, Doors and windows closed,
The time for citizens om the street is over and the time for the cities underworld starts.
A storage area close by the docks is unusualy noisy for this time of the day.
Many people wander in and out.
People wearing grey and white clothing and masks resembling Grimm.
Its the White Fang. And as usual, they're up to no good.
(WF member) "sir, we got them in place."
(WF captain) "good. I will inform the boss. Keep things tightly secured."
(WF member) "yes sir."

Quietly moving to the office room, the captain wanders and knocks on the door before entering.
The room is dark with exception of the lamp on the desk.
Roman sits in a chair doing some paperwork as he looks up at the captain.
Neo is asleep on a couch with a brown blanket covering her.
(WF captain) "i got good news and bad news boss."
(Roman) "go on."
(WF captain) "the good news, the Grimm are placed and everything will be ready soon. All i might want to know is what we're targeting and what the signal is to release them."
(Roman) "the targets is Vale.
After the SECOND failure.. i've decided to try it one last time so Whatever the Grimm decide to destroy or kill. Just be sure you morons arent around when that happens. We already are short on workers since the incident at the forest and the train. And the bad news?"

The captain looks around nervously for a second before answering.
(WF captain) "well, 2 Grimm got killed by our men as they managed to escape and kill a few of our people.
We got 5 survivors who were wounded."
Roman sighs.
(Roman) "how did that happen?"
(WF captain) "your guess is as good as mine. Probably stupidity among some of our men."
(Roman) "then they deserve what came to them. I have no need for idiots here. I specificly told them to be carefull with these Grimm."
The captain scratches on the back of his head and agrees nervously as not to antagonize Roman even more.
(WF captain) "anyway, uhm... the signal?"
(Roman) "the signal will be a flare shot from the docks. I want anyone who spots it to also shoot a flare up so everyone across town will notice it.."
(WF captain) "won't that attract the security forces of Vale?"
(Roman) "exactly... perfect test subjects for our new toys don't you think? Plus, less police around beacon means we can do our thing without to much resistance."
The captain looks for a split second towards Neo, who is taking a nap in Romans chair and turns back to Roman.
(WF captain) "and her? Will she be there too."
(Roman) "Neo? No, She will stay by my side. She has other important things to do when everything starts."

The captain nods quietly and moves away. Upon the door closing, Neo gently opens her eyes and rubs them with her hands.
(Roman) "well hello there neo, had a good sleep."
Neo nods as she gets up and puts the blanket away.
(Roman) "make ready for a fun time. I've marked locations across the city that will have some chaos going on soon."
Neo smiles as she picks up her umbrella and poses.
Roman stands up, walks towards her and pats her gently on her head as she cracks a gentle smile.

(Roman) "you just make sure to go around town signaling the release of the Grimm and observe how everything goes. Do keep me updated and make sure the white fang does what i instructed them to do. Or else our... "friend" adam might get his people back in bits and pieces."

Neo smiles evily as she bows slightly forward and then leaves the building.
Roman stands in the room with his cane in his hand, turning around and staring at the map.
*its about time this city gets some more excitement. I should let Cinder know how things develop... but first... i wanna have some fun in this place for myself. In case things don't go as planned.*

He picks up the phone and calls her, thinking in himself about how he is going to tell her the plan.
As Cinder picks up the phone, Roman can hear multiple voices trough hers and a second or 2 later her shutting them up.
(Roman) "i hear your little apprentices don't know how to be quiet when someone is on the phone."
(Cinder) "thats why i tell them to be quiet. Luckily for you, you don't have to."
(Roman) "teasing aside. They're all in place and ready to go. Anything else you had in mind?"
(Cinder) "not in particular. I want to see the chaos first and then we decide what the next phase is."
(Roman) "i can think of a thing or 2. But i'll wait for your idea's first. Neo is inspecting everything and when i get a text message. Vale is about to get exciting."
(Cinder) "you seem to enjoy this alot don't you."
(Roman) "and why not? I have planned all this for your little attempt to get inside beacon academy. Playing a student doesn't work on your age anymore you know, so we gotta inprovise."
(Mercury) "did he just call her old?"
(Emerald) "Mercury! Shut it!"
(Mercury) "what... he ain't far of the truth. Cinder is too old to be a student."
(Cinder) "and you might start to get to old for living if you don't shut your mouth."
