Y'know Okuu's ability, right? Nuclear Fusion? Yeah, well, nuclear can cause radiation effects and burns other people, right? (hope it is though lmao)
Well, in Touhou, her nuclear doesn't do such an effect. Sure, it's hot and stuff and people will still feel the heat, however, the nuclear Okuu uses isn't harmful. In fact, it's a special magical nuclear, which decreases the amount of effects caused by actual nuclears. This nuclear can't cause radiation effects but will still bring heat. Which is why there's freckles on Okuu (scientific research, also Merc's headcanon).
Even though she is a yatagarasu, I suppose she's still affected by the heat.
