Flashback, Five years ago...

The Island of DeLaLuna was facing a crisis for the first time in their history. Violent storms had been ravaging the island. This in turn paralyzed the main industry of the island, tourism, and commerce virtuality halted.
Food reserves were running low. Fishing was fruitless as fishes dive deeper when the weather is bad, not to mention it was unsafe to venture out at sea in such turbulent conditions.
The local government called an emergency meeting to address relevant issues on the matter...
"This happened because the Moon Goddess Blessing is waning! We must perform the offering ritual!" said one of the elder members of the town council.
"Non-sense! Don't believe in such superstition! It's just an excuse to gang rape an Omega!" countered another council member, one of the liberals.
"We have never experienced this before! This happened because we stopped asking for the Goddess' grace!" the same elder member.
"Instead of relying on such non-sense we should focus on the issue at hand! Our food levels are low, we only have a week worth left to feed the whole island! We need to produce some or procure soon!" the same liberal member.
The mayor cleared his throat. "I understand your concerns gentlemen. But we will not resolve anything if we continue bickering.
Regarding the issue of the Moon Goddess Ritual, personally, I am not against performing it. It's one of the traditions of this island.
But the previous council made a resolution banning the its practice citing human rights concerns. Until this prohibition is lifted, I cannot allow the ritual to be performed."
"That said, I agree that we need to produce or least procure food for the island. Any ideas?", the mayor asked the attendees.
"I can go to the mainland to get some for us mayor." A neat looking man said. "After all, it's my job as the Forager.
"But Mr. Vongviphan, the seas are unforgiving right now. It's dangerous to travel by sea." the mayor reasoned.
"But we'll die here anyway if don't do something!" Mr. Vongviphan countered. "I have kids at home, I don't want them to starve. My pride as the Forager will be damaged."
"But you'll endanger yourself and your crew."
"I'll do it by myself. I won't risk other people's lives because of my pride."
Silence filled the room.
"We have no choice mayor, we have to risk it..." Mr. Vongviphan stressed. "...unless anyone has another idea?"
No one responded.
"It feels like..." The mayor drifted off. "I'm sending you out to your death."
"Don't worry. I'm a man of the sea. I can read the currents. I know instinctively if it's safe or not." Mr. Vongviphan assured the council.
"Alright, I trust this matter to you then... I'll also try to request aid from the central government" the mayor ended.

The following day, for some reason, the seas were calm. The storm battering the island went to sleep.
Mr. Vongviphan saw this as an opportunity to set sail to the mainland. He convinced his wife to join him so they can load the goods faster. The faster they do their task the faster they can get back to the island and their kids.
They were able to cross to the mainland unscathed. They quickly set off to acquire the items needed for the island. Raw food, processed food, some snacks, anything that can prolong the island's food reserves.
Thunder sounded while they were on this task. They immediately ordered the swift loading of the goods to their boat.
Mr. Vongviphan stared at the brewing dark clouds in the horizon.
"I have a bad feeling about this." He thought.
He instructed his wife to help him attach the delivery motor to the crates. His wife stared at him for a moment, then proceeded in helping him. She knew what he meant.
As soon as they finished, they immediately set sail back to the island. But the sleeping storm had awakened. Angrier. More unforgiving.
The waves became more erratic. Torrential rain blasting through the defenseless boat.
The couple released their cargo into the sea. They thought it has a better chance of surviving the onslaught. They were still quite far from the island. They were unsure if the motors' batteries can last up to its intended destination.
Once all the cargo were released. The boat became lighter. Its balance became easier to shake by the furious waves. In one violent surge, the boat capsized. The couple struggled to up the surface. But even experienced islanders were no match to the harsh sea. They tried to save each other but ultimately, the sea won in this tug of war of death.
On the other hand the smart motor finished tracking its location. It started up once adequately submerged in the water. It whirred its blades and plowed through the hellish waters.
A/N: This is a fictional contraption. But in my mind, I see it as large container made of thick sturdy polymer with vacuum seal capability. To maintain buoyancy, floaters are attached all throughout the body and can support at most 20kg. The Smart Motor has water proof internals consisting of a microchip, GPS system, and Litium battery. Finally, a fin for changing direction, and a propeller to move the cargo forward completes the motor.
Yeah, I'm a nerd. Wehehehe!

A calm morning welcomed the island of DeLaLuna once again. To everyone's surprise, the port was littered with vaccum sealed cargos in delivery motors.
The local government was informed of this and investigated the matter. When they opened the cargo, fresh meat and vegetables. Only one conclusion can be made, this cargo was from the Forager.
Immediate notice to find the Forager was mandated. The Vongviphan brothers, Beam and Wayo, were located and Beam, the elder brother, was properly inquired of their parents whereabouts.
"We were entrusted with the Intochars. They said they have an important mission from the government and will come home once it's done." Beam politely said to the social worker.
Meanwhile, a patrolling Coast Guard helicopter spotted the wreckage of the Vongviphan boat. Two floaters were sighted nearby and properly retrieved. The DeLaLuna Island government requested the cadavers' custody.
A/N: A floater is what they call a body found in water. Guess who's watching too much CSI? haha!
