Start off by taking your eyebrows. Use a spooly to brush your eyebrow hairs into place.
Filling in your eyebrows with eyebrow gel or pencil , will fill in your eyebrows. Just lightly stroke the pencil/gel over your eyebrows. Building it up to your liking.
Make sure your gel/pencil matches your natural hair colour, to make your eyebrows look more natural and not just drawn on.
You don't want to go too heavy.
Other tips:
You can use a mascara wand to tame your brows. Just scrape off the residue and brush it over your brows.
You can use Vaseline to tame your brows, if you can't wear make-up
Try and find the right brows to fit your face shape, such as an arch, a classic line etc.
Grooming your brows by tweezibg, threading or waxing can also help.
