Zephyr guards the 'invisible gates' that mark the entrance to the demon realm (there was a typo in the chapter, I meant to say enter and exit the demon realm). He doesn't like his job at all (think Squidward but without the anger issues) and is known to refuse people on the trains onto the demon realm.
There's a funny exchange in the upcoming chapter about Zephyr that I think you will like.

Dr. Pagete is a doctor from Corvus (duh) who Sebastian is well acquainted with. He can appear clippy or impatient sometimes, and states that he can never get a job on Earth because everyone would say he has no bedside manner.
