Fukuzawa and Mori were affiliated with each other in the past before either of them became the leaders of their respective organizations. They fought together on several occasions, and both were under the tutelage of Natsume Sōseki and were trained to maintain a balance of power that would protect Yokohama, as part of the Tripartite Tactic.
