Long Long time ago the sage of the six paths, was the jinchuuriki of the ten tails. As he was getting older he turned the ten tails into 9 tailed beasts who each have their own power.
But instead of leaving the beast like that with the last of the ten tails chakra he created a summoning.
It was called a demon summoning the summing jobs was to protect the tailed beats. Each generation the summoning will change who it protects .

When the summoning got mixed in the fight between Madera Uchiha and Hashirama Senju. She got sealed away in her box forcefully.
As the years went by everyone forgot about the summoning and put her box next to the scroll of sealing. She was never to help the tailed beast again
