The Cyclonian Empire is on the brink of collapse. With the defeat of both Master Cyclonis and All For One, a power struggle occurred which results in a civil war. In response to this, the Shadow Collective under the leadership of Tomura Shigaraki seeks to stake their claim for the Cyclonian Empire in an attempt to further All For One's plans.
