In the picture above we see Big Rhonda saying that 'The Rick Lady' let Bethany adopt a horse. Now, most people would think that the lady is Mrs D because Big Rhonda said that. However, she didn't actually say that her name was Mrs DiLaurentis, Aria said it and Rhonda said "Yeah, something like that" which is not really saying it is surely her. She signed her out years ago, how would she remember who it was? Now, I have my own theory of who let her out.
I think it was Mrs FitzGerald (I don't actually know how to spell it so forgive meh). If you look at the photo it says that 'The Rich Lady' let Bethany adopt a Pony. Let's look back to the Christmas Episode so 5x13 where Ezra, Mrs FitzGerald son, had said that the Fitz Christmas is like "How many PONYS can you get?" Do we know that Mrs Fitz has a thing with Ponys. If we look back where Spencer and Emily have went to the stables to check if Mrs D was there with Bethany the owner said that he lets the ponys get adopted 'On special occasions'. What special occasions? Did he mean money? We all know how Mrs Fitz likes using money to get her point through. I really don't know the connection between the Fitz family and Bethany but it seems like everyone who is involved in the main storyline is somehow connected.
