I spend the next few hours alone in my room when vision walks through the wall, "Vision what the hell man?" I jump, "we have doors for a reason."

"I'm sorry miss Odair but you have to join the rest of us downstairs."

"Why?"

"We're having a meeting with the Secretary of State."

The Secretary of State, Thaddeus Ross, is standing at the head of a table. Rhodey, Natasha, Steve, Tony, Sam, Vision, and Wanda are all gathered around. "Nice of you to join us miss Odair." Mr secretary says making scoff slightly as I enter the room, "not like I had much choice." I say shooting him a sarcastic grin as I take the empty seat behind Steve.

"Five years ago, I had a heart attack. I dropped right in the middle of my back-swing. Turned out it was the best round of my life, because after 13 hours of surgery and a triple bypass . . . I found something 40 years in the Army had never taught me: Perspective. The world owes the Avengers an un-payable debt. You have fought for us, protected us, risked your lives . . . but while a great many people see you as heroes, there are some . . . who would prefer the word vigilantes."

"And what word would you use, Mr. Secretary?"

"How about "dangerous"? What would you call a group of US-based, enhanced individuals who routinely ignore sovereign borders and inflict their will wherever they choose and who, frankly, seem unconcerned about what they leave behind?" Fine then if he wanted us to just do nothing, I would do that happily. Let earth get overrun or destroyed who cares.

Ross activates a screen behind him. News footage from past Avengers and SHIELD matters flash on the screen as he speaks. "New York." The screen shows pretty bad footage from that fight.

I don't understand the point of this yeah things were terrible and they city suffered some destruction but if they had done nothing then either Thor's brother Loki or whatever would've won and been controlling everyone right now with his weird alien army or there would be no New York because the government tried to nuke it? I think that they got the best outcome from those two scenarios.

"Washington DC." He then shows us the three Insight helicarriers, firing on each other. The destroyed Triskelion. A helicarrier crashing into the Potomac and throwing up a massive wave, engulfing citizens and the camera.

"Sokovia." More terrible shots from that time follow.

"Lagos." Wanda is particularly affected by the footage from Lagos. Steve sees this and intervenes. "Okay. That's enough." Secretary Ross nods to an aide and the images disappear.

"For the past four years, you've operated with unlimited power and no supervision. That's an arrangement the governments of the world can no longer tolerate. But I think we have a solution." He places a thick document on the desk and passes it to Wanda, before handing them out to the rest of us.

"The Sokovia Accords. Approved by 117 countries . . . it states that the Avengers shall no longer be a private organization. Instead, they'll operate under the supervision of a United Nations panel, only when and if that panel deems it necessary."

"The Avengers were formed to make the world a safer place. I feel we've done that."

"Tell me, Captain, do you know where Thor and Banner are right now?" Steve looks up and meets Ross's eyes. "If I misplaced a couple of 30 megaton nukes . . . you can bet there'd be consequences."

"They're people though." I say making his attention turn to me, "they're not objects that have been misplaced, they're people who have the right to go wherever the hell they want. They aren't your belongings and they've caused no harm so they don't pose a real threat and don't need to be monitored." He sighs as he looks over at me, "miss Odair you should have care how you speak, especially since you aren't rotting in a cell right now as you should be." My brows raise at him as Steve turns around to spare me a glance asking me to keep my calm.

"As I should be? If you believe that, why am I not?" He sighs once more, "the deal was I join this team and my past crimes are excused, I joined the team did I not? I've upheld my end of the deal so what do you think deserves me to be rotting in a cell?" I continue, "do you know how difficult it is to explain this to the public? It doesn't instil people with confidence." He says turning back to the screen that he now had displaying the video of my fathers death.

"Turn that off right now!" I say standing and grabbing my glass from the table before throwing it at the screen making everyone jump as it shatters. "Find the video with the audio and then maybe it will be a bit fucking easier to explain." I hiss as everyone stares at me wide eyed. "Miss Oda-"

"You have no right, to come here and say those things to me and to show me that video that's been manipulated to portray me in a bad light. I lived through that, I know what happened and I was a kid so that video should not even be anywhere, it was supposed to be sealed." I say involuntary flashing my eyes at him as I'm unable to control my anger. "That's a past crime something that I've been pardoned for even though I didn't even do anything wrong there and I'm not afraid of you or anyone else so if you want to arrest me and throw me in a cell then fucking throw me in a cell, I'd love to see you try."

Steve reaches for me but I pull my arm away quickly not wanting my anger to be taken out on him, "don't touch me right now Steven." I say keeping my glare on the secretary who looks taken aback. "I'm not signing this shit so do what you will to me, you know where to find me."

"You-"

"I didn't even want to be on this team to being with, the government forced me into this and now I'm getting reprimanded for it? It's all a load of bullshit so excuse me mr secretary but I have nothing further to say to you and I don't care to listen to this for a moment longer." I say before just turning and leaving immediately and not allowing him to get another word in.
