A villain was loaded up in a police van. On account of this villain's crimes, a few pro heroes had to come along to make sure the transport didn't go wrong.

"So, that's the Tattoo Master, huh?", asked Kamui Woods. "Yep. Feared yakuza member. Never been caught. Until today. Weird, huh?", said Mirko. "Come on guys. We need to start moving", said Rock Lock.
The three pros got onto the transport vehicle and drove off with the authorities.

. . .

"You okay Deku?", asked Ochako, looking at her boyfriend who was very tense.
"Y-yeah. It's just, I don't want to get near anything... evil." "Cause you will turn into the Ghost Rider?" Izuku nodded. "Maybe we should've gone when it was daytime." "No! You don't have to do that. A moment with you doesn't have to be so perfect. I enjoy being with you anywhere."
Ochako tried to hide her blush. "You're gonna be the death of me, you know that?" Izuku chuckled and kissed the brunette. "We should start heading back."

As the couple joined hands and walked down the street, police vehicles passed by them. A burning feeling surged through Izuku. "Deku?" "Ochako, you might want to move..."
Izuku burst into flames and transformed into his alter ego: the Ghost Rider. He called for his bike and hopped on, driving after the police vans on the highway.
"Oh no", said Ochako.

. . .

"Hey what's that?", asked Mirko, looking at the rearview mirror to see a man with a flaming head approaching them on a motorcycle.
"Is that a skull?"
The flaming man threw a chain through the back door, and pulled out the prisoner. "It is time to atone for your sins." "Hey buddy!" The Ghost Rider looked up and was met with a foot to the chest from Mirko.
"We had him first!"

The Ghost Rider stood up, dusting off his jacket. "His sins have gone unpunished for far too long. Intil today. The spirit of vengeance has come to deliver judgement!"
"Someone's a little dramatic", said Kamui Woods, transforming his arm into a massive branch and launching it at the Ghost Rider. But the hero was only met with pain as flames were belched from Ghost Rider's mouth, lighting up the branch in front of him.
While the heroes were helping their comrade, the prisoner that was to be transported was picked up by Ghost Rider. "It is time for you to endure the pain of all your victims." The criminal was met with a glare at his face, and nothing else. "Was something supposed to happen?" "You are immune to the penance stare? You do not regret your actions?"
"What's there to regret?" The criminal released a black substance from his sleeve, making it take the form of a blade, slicing at the spirit of vengeance.

"I'm not gonna go down without a fight, flamebrain. Let me show you why they call me the Tattoo Master."
Tattoo Master ripped of his shirt, revealing his torso to be covered in tattoos, which began to move and change shape, becoming weapons.
"Shouldn't we do something?", asked Mirko. "Tattoo Master is a criminal known for taking down many pro heroes. With a reputation like that, he might stand a chance against this guy", said Rock Lock. He looked at the police officers behind him. "Stand down for now. Let's see where this fight goes."

Tattoo Master shot an ink spear at Ghost Rider, only for the spirit of vengeance to grab it and burn it. He threw a chain at his opponent's leg, and started swinging him in a circle. When he reached a certain point, Tattoo Master was swung over Ghost Rider's head and slammed into the ground.
"If the penance stare is of no use on you, then the only suitable punishment for you is death", said the Ghost Rider. "This has gone on long enough", said Mirko and ran to the Ghost Rider, swinging a roundhouse kick at him, dislocating his jaw.

This didn't do much, as the Ghost Rider repositioned it. "Do not interfere." "You telling me what to do, skullface?" The Ghost Rider swung his chain back, and tried to swing at the rabbit hero, but he struggled.
He looked back and saw Rock Lock at the end of his chain, which was suspended in the air. While the spirit of vengeance was distracted, Kamui Woods knocked him back with his quirk. "That's for burning my arm, asshole."
As the Ghost Rider stood up, a black stake was shot through his stomach. "I'm not finished with this freak just yet", said Tattoo Master.
Everyone became shocked when their opponent stood up and removed the stake from his stomach, then stood as if he was perfectly fine.

"This guy has a pretty strong quirk, I'll give him that", said Mirko. The Ghost Rider placed two fingers in his mouth and whistled, and was met with the sound of a revved up engine.
A demonic looking motorcycle drove up to the three heroes and villain, forcing them to split up. "First he can breathe fire, then regenerate, now he can control a motorcycle?!", complained Kamui Woods.
"These abilities are too strong to be considered a quirk. Just who is this guy?", asked Rock Lock.
The motorcycle drove towards Ghost Rider, who jumped onto it and drove towards Kamui Woods, grabbing his foot with his chain and dragging him across the ground.
The chain loosened and Kamui Woods rolled on the ground, covered in dust and bruises. The police pulled out their guns, but Rock Lock gestured them to stand down. "This is our fight. Stand down." Kamui Woods stood up to throw a punch, only for Ghost Rider to grab his arm throw him over his shoulder, then stomped on his face to knock him out.

Mirko jumped over to the spirit of vengeance, only to lose trajectory when Ghost Rider spouted flames at her. While she was distracted, Ghost Rider kneed her in the stomach and slammed her into the ground, hard enough to create a crater.
Next was Rock Lock.
"Your a tough opponent. But you can't always win." "Winning is nothing to me, as long as judgement is delivered." "And that is exactly what Tattoo Master will receive. Just let us handle it."
The Ghost Rider walked up to the hero, and stared at him intently. "You are innocent. I do not wish to injure you. It would not be good for your wife and child." Rock Lock's eyes widened. "How do you know..."
A black stake went through Rock Lock's stomach, making him fall to the ground. "If you're not gonna take down the last hero, I'll do it myself." Tattoo Master was surrounded by black tentacles, ready to fight. Ghost Rider kneeled down to Rock Lock, emitting a flame from his hand and cauterizing the wound shut.

When he looked up, Tattoo Master had grown wings and flew away. "You can do a lot, but can you fly?"
Ghost Rider hopped onto his motorcycle and drove after Tattoo Master.
"Call an ambulance!", exclaimed one of the police officers.
