The Secretary of State was an important man, only brought in when something was particularly serious and after watching hundreds of news reports on their latest mission; the Avengers knew that this wasn't going to be a meeting about their vacation plans. Noelle was nervous about sitting with this man, worried that he would twist their words or make them out to be the villains when they were just trying to help protect the people who couldn't protect themselves. However, she knew that she couldn't look worried and so, she maintained her usual stone-cold facial expression and sat beside Steve, who was at the end of the table. Tony was the only member of the team who didn't sit at the table, he sat on a chair in the corner of the room and looked to be nursing a headache; refusing to look at anyone as he sat there patiently. Rhodey sat at the front, closest to the Secretary, with Natasha and Sam then on the other side of the table next to Noelle were Wanda and Vision. They all sat silently as they waited for him to announce why he was there and he didn't make them wait long, he didn't have much time and wanted to be as frank as possible.

"Five years ago, I had a heart attack...I dropped, right in the middle of my backswing. Turned out it was the best round of my life because after 13 hours of surgery and a triple bypass; I found something forty years in the army never taught me. Perspective. The world owes the Avengers an unpayable debt; you have fought for us, protected us, risked your lives but while a great many people see you as heroes. There are some who would prefer the word vigilantes."

"And what word would you use Mr Secretary?" Natasha wondered, breaking his speech apart because they were already worried about where this was headed and knew that it didn't seem to be going in the right direction for them.

"How about dangerous? What would you call a group of US based, enhanced individuals who routinely ignore sovereign borders and inflict their will wherever they choose and who frankly, seem unconcerned about what they leave behind?"

He directed them to a video which was playing behind them, showing the Avengers what he meant by dangerous and destructive. It showed New York where the alien army attacked the city and the Avengers were throwing debris throughout the city, not seeming to care who got involved. They watched Washington DC as Heli-carriers dropped from the sky and landed in the nearest lake, causing flooding to nearby homes and buildings. Sokovia, the devastation as civilians fell from the floating city and cars toppling over the edge with no way of saving themselves. Then, the most recent accident in Lagos, where an entire apartment building was set on fire and many innocent people lost their lives. They hadn't been involved in the fight and yet, they had died which wasn't fair and the world was putting the blame on the Avengers. Because they were the only people to be blamed, for any of this chaos, they were the ones in the middle and it seemed that people forgot the victory of what happened because all they could think about was the devastation that had gone along with the wins.

Steve noticed that the footage was making Wanda uncomfortable because he saw Noelle reach underneath the table for her hand, squeezing it to let her know that things were okay and that they had her back. "Okay that's enough." He argued and the Secretary stopped the footage.
