Todoroki has always had a problem with reacting to things. Due to his past he isn't able to react like a normal person would to a joke or to a confession.
Even then, somehow, love has its ways.

Todoroki laid still in a white room, Bakugo next to him on a chair. He couldn't help but feel guilty. All of his class had explained that it wasn't his fault, how he had done the rightthing, in Midorya's words. Still, Bakugo had a guilty conscience. He had never seen Todoroki so lifeless, so emotionless, expressionless, and he never wanted to see him like that again.
Bakugo felt strange. He didn't want to be away from Todoroki. When he thought he had died he felt empty. With this Bakugo realized what he was feeling was special. He couldn't tell you why. Not yet at least, but he knew that for whatever reason, he was in love with Shoto Todoroki. He couldn't just believe his own guess though, he needed to put it to the test.
Bakugo slowly rose from his chair and leaned onto Todoroki's hospital bed. "I'm sorry." Bakugo mumbled. He leaned towards Todoroki's face and softly kissed him.

The usual stoic face Todoroki wore faded. Bakugo noticed that the kiss had woken his classmate up. "Bakugo..?" Todoroki cooed. "Todoroki, I.. I'm sorry." Bakugo had never said sorry to anyone else, especially not so many times.
Todoroki stared at Bakugo innocently. "Did you.. Kiss me?" Todoroki asked feeling his face heat up. "No! I mean.. Yes.. I'm sorry.. I'm sorry for leaving you alone with those bastards!" Bakugo yelled apologetically. "Bakugo..." Todoroki mumbled as he looked into his eyes, worried. "You didn't do anything wrong." Todoroki explained. "THAT'S WHAT EVERYONE'S BEEN SAYING! STOP LYING TO ME! I DON'T NEED YOU TO SPAR- "Stop!" Todoroki yelled teary eyed.
"Icyhot, I- "You saved me." Todoroki spoke fighting his tears. "We always end up together.. In so many situations it's us. I like it that way, my face may not have shown it but I wouldn't have wanted to be with anyone else! I look up to you.. You and Midorya both saved me." Todoroki spoke honestly. Todoroki tried to fight back his tears but couldn't. They fell into his lap and with that Bakugo pulled him into a hug. "I don't deserve this.." Bakugo muttered.

Todoroki only whimpered into his chest holding on tightly to him. "I think I love you, Bakugo." Todoroki said quietly. Bakugo tensed up shocked. He held onto Todoroki even tighter. "I.. I love you too, Todoroki." Bakugo said closing his eyes.
