Todoroki has always had a problem with reacting to things. Due to his past he isn't able to react like a normal person would to a joke or to a confession.
Even then, somehow, love has its ways.

During training Bakugo seemed to be a tad bit protective over Todoroki which was not like him at all! The mission was to save hostages from villains. In this exercise the hero's would be Uraraka, Bakugo, Jiro, Iida, Midorya, Koda, Sero, and Mineta! The villains would be Hagakure, Momo, Kirishima, Mina, Tokoyami, Shouji, Ojiro, and Satou. The hostages are Todoroki, Kaminari, Tsuyu, and Aoyama. They aren't allowed to use their quirks.
Once Todoroki, Tsuyu, Aoyama, and Kaminari were tied up the hero's were let lose to try and save them by bringing them back to their base. Before going anywhere Jiro listened to keep track of where they were in the area. Jiro found the "villains" location and let her team know. Quickly the hero's sprinted into action not including Sero, who swung his way into action. "So what's the plan?!" Bakugo yelled. "Sero's planning on taping all the "villains" together while we distract them!" Uraraka explained. "Once we have them secured we can keep an eye on them while one of us frees the hostages!" Midorya announced.
Bakugo was irritated by the fact that he couldn't Todoroki using his quirk with him but he figured Aizawa was giving him a break. "I think I'll be the one freeing the hostages!" Mineta announced not wanting to fight. "Whatever, just make sure you actually do it right!" Bakugo yelled.
Finally, they got to their destination. Sero watched his team fight from above, waiting for the perfect moment to swoop in and tape the "villains" together. The hostages were tied up behind the "villains." Todoroki and Tsuyu sat patiently, with a blank expression. Aoyama seemed a bit worried, Kaminari shared the same worried expression as Aoyama.
"Sero, NOW!" Bakugo yelled. Sero jumped down taping all the "villains" together. Mineta quickly ran towards the hostages untying them. "Wow, thanks man!" Kaminari said relieved. "Wait, guys.. I think one of the "villains" are missing.." Sero mumbled. "Where is Kirishima?" Iida asked. The hostages were being led back to the hero's side when Kirishima jumped from his hiding spot in front of Todoroki who was behind the other hostages. Bakugo then used his quirk on Kirishima trying to blow him away, but he hardened. Kirishima the whined as he tried to get to Todoroki.
"BAKUGO, HEADS UP!" Sero yelled. Bakugo turned around to face Todoroki when he realized that Hagakure was dragging Todoroki away, who seemed bored. "YOU DIDN'T NOTICE THAT HAGAKURE WAS ALSO MISSING!?" Bakugo yelled at Sero. "Sorry man!" Sero yelled trying to keep the "villains" taped together. The rest of the hero's were surrounding them.
Bakugo jumped onto Todoroki, pulling him off of Hagakure. He then blew her away. "AH!" She yelled. "Next time warn me." Bakugo muttered to Todoroki. "Sorry.. But don't be so harsh with them. This is just a training you know." Todoroki mumbled. "One that I wanna win." Bakugo said. "You have a point. I guess you should treat it like a real life battle." Todoroki said.

"Shut up, let's just go before Shitty hair catches all of the hostages!" Bakugo yelled pulling Todoroki up. Bakugo ran in front of Kirishima holding onto Todoroki's hand. Todoroki's eyes widened a bit as his face turned red. Todoroki held onto his hand tightly causing Bakugo to face him. He grinned at Todoroki who blushed even more. As all the hostages ran they slowly made their way to the hero's base. Once they crossed the line Bakugo turned around and used his quirk on Kirishima one last time, causing him to fall back.
"Ow.." Kirishima mumbled on the ground. "You did good!" Kaminari said helping him up. "Thanks.." He mumbled not believing him. "You were the last "villain" standing. I'd give you an A+!" Kaminari said giving him a thumbs up. "Thanks, man." Kirishima said feeling better about his loss. "Let's go, Half n' half." Bakugo mumbled. "Oh, alright." Todoroki said following Bakugo who had already started to walk away.
