Todoroki has always had a problem with reacting to things. Due to his past he isn't able to react like a normal person would to a joke or to a confession.
Even then, somehow, love has its ways.

Todoroki laid on the bed, sleeping quietly. Bakugo sat on the bed troubled, facing away from his partner. 'Was this all too fast? He knew nothing about that stuff.. And we touched each other. I'm being so much kinder to him... Is this actually...' Bakugo's thoughts paused.

He turned facing Todoroki. "Is this what being in love with someone is like?" Bakugo asked, quietly. He sat staring as though he was waiting for a response. He then kissed Todoroki's forehead. "I.. Love you." He mumbled. He then laid back, drifting off to sleep.
Bakugo slowly opened his eyes to see Todoroki's face. "Morning.." Todoroki whispered. "Mm.." Bakugo groaned, sitting up. He went to walk away but Todoroki stopped him. "Where are you going?" Todoroki asked tiredly leaning on him.

Bakugo felt his whole face go red. "I'm.. I'm going to change!" Bakugo shoved him off, running to the bathroom. He then remembered that this wasn't his dorm. He then busted through the bathroom door. "Bakugo, this isn't-
"I KNOW, ICYHOT!" Bakugo yelled. Bakugo was about to leave but stopped and turned to face Todoroki who seemed in a daze, still tired. Bakugo ran to him hugging him and then ran out of the room. Todoroki felt his face warm up. He smiled softly, getting up. He went to his dresser and grabbed clothes.
Todoroki instantlty had flashbacks of the night before. How Bakugo had caressed him, how he kissed him, and the rest. The way he had acted towards Todoroki was so romantic, but now he was acting stubborn again. Todoroki thought that maybe Bakugo was scared of being himself around Todoroki. He then planned on telling him that he didn't have to feel that way.
