To the northeast of Hyrule Castletown is the great Kasuto Bay. It is an an open harbor which had become a hot spot for fishing and underwater mining. But several weeks ago, after Vaati's attack on Castletown, it became infested with monsters and was thus closed to the public. Fish with fangs and toads that held spears and strange scaly bipedal creatures all defended the shores. The ocean had begun to fight back.
As time dragged on, the wind chilled the waters, encasing the whole of the bay in ice. It too kept the Hylians away, and the monsters retreated beneath the safety of the ice. Now all that was left was cold, stale air, and a deafening silence.
"You have been a thorn in my side for too long..."
Vaati watched in secret as Link made his way to Kasuto Bay. He wandered through the woods, with that coward Ezlo.
"Those Moblins should have killed you, yet you've lasted this long..."
Vaati looked over his shoulder to Hyrule Castle in the distance, then back to Link.
"... But I know where you are going, and you will not survive this encounter."
Vaati disappeared in a shroud of darkness.

Link arrived at Kasuto Bay, the frozen waters stretching to the edge of the horizon where finally waves broke the still image. Beyond that was the land outside Hyrule, too far to see from here but he'd heard of expeditions reaching it before. For a moment, Link wondered what that land was called, but his thoughts were interrupted by Ezlo.
"There it is," Ezlo told him. "The Temple of Droplets."
Link followed Ezlo's gaze, but didn't find anything of note. Most of the bay was flat, but where the water met the shore it rose in spikes of solid ice. As clear as the ice was however, there were no real indications of anything under it. Only notable characteristics where Ezlo had pointed were the thin cracks that ran along it's surface.
"Are you sure?" Link asked. "Just looks like ice."
"Of course!" Ezlo scoffed. "And the last Temple was hidden away in a swamp, the one before that deep in a mine, and the first was a tiny stone brick in a forest. You didn't expect a sign that just said "Welcome, here lies the element!" did you?"
Link sighed. "Okay, so how do we get in there?"
Walking along the beach to where Ezlo claimed the shrine to be, Link knelt beside the crack in the ice. It wasn't as deep as it had first seemed, or as near the surface. There was a thick layer of ice that act liked a magnifying glass, making it look bigger.
"Hmm, you might have to break the ice," Ezlo suggested.
"What's your favorite color?"
"Not what I meant!" Ezlo shouted. "Hit it with your shield or something!"
