Anyway....
Q is a goddess in this AU,
She is the creator and distributor of quirks, within the MHA/BNHA universe
She sees all possible outcomes for each child for each quirk, she comes up with each weakness, and every minor to major detail the quirk can or cannot do
She does not make villain quirks, she can see the possible outcomes of all her quirks being used for evil, but she never makes them TO be evil, she watches her little flock of humans with their quirks and how they choose to grow, depending on how their actions go depends on how the quirk is used
A side note: she cannot interfere with the quirk once she has given it away, such as Denki and his electricity, she can't take his quirk away or make it less harmful to his brain, she could before but once she gave it to him, she can't touch it
Those she chooses to be quirkless, she sees an outcome of pain and hurt from a quirk of any variety and deems them a better life, despite the bullying and ridicule than that of a life with the quirk (no she did not make Midoriya quirkless, explanation on that soon)
She is Ace/Aro (just wanted to add that random snidbit), and even if she wasn't she has only ever met one man in her dimension, and that was a man of many quirks, well he was just a young child when he came to her and offered her a bargain, he would give his first born son to her to be her successor, in return he give her the quirk of taking and giving quirks, she agreed, (she's been around for so long she wants someone to help her in her long journey of quirk making)
Many, upon many years passed but the man never had a child, until one faithful day she sensed the child born and smiled gently giving the child a replica of her powers as a quirk, with the weakness of he would need to eat a lot of food to replenish his powers for each quirk he'd make
Sadly, without her knowledge the man who made the deal sensed his son's quirk and took it for himself, luckily it sealed itself from him so while he holds it, he can't use it
The child and her will meet at some point and she will discover the treachery of the young man and will summon him in a fiery anger (sort of based off that "ZEL-BA-BAAAAA!" Meme thing from the book of life) and he will be forced to give his son his quirk back and she'll come to the human world with the child to help train him and his friends on how to better use their quirks as to not damage themselves more than they already have.
