Ok so in this universe the people are all anthropomorphic animals. The reason why is that a nuclear bomb filled with pathogens went off killing 99.9999% of the population. The pathogens affected the animals by giving them human characteristics. This story takes place 250 years after where most of the remaining humans are dead.
