Some people's friends might have been apart of the Uchiha clan and it would be wayyy too difficult to bring back specific members for certain people.
Tobi - That makes sense, but did you think about how many people you would be bringing back the Uchiha clan alone? That clan is one of the oldest and largest clans in history-
Kaka - Well, it WAS one of the largest clans until my good friend Itachi killed them all😀
