Chapter 3: The Sokovia Accords

NEW AVENGERS BASE

Wanda sat in her room, alone. She blamed herself for all the damage she caused, all the people caught amongst her doing. She felt alone, as nobody else could understand or even relate to what she was going through. She watched the TV report about the incident, "11 Wakandans were among those killed during a confrontation... between the Avengers and a group of mercenaries... in Lagos, Nigeria last month. The traditionally reclusive Wakandans were on an outreach mission... in Lagos, when the attack occurred." The TV then showed the King of Wakanda, King T'CHAKA, give his speech, "Our people's blood is spilled on foreign soil... not only because of the actions of criminals... but by the indifference of those pledged to stop them. Victory at the expense of the innocent... is no victory at all." the King spoke. 

The female News Anchor continued to speak, "The Wakandan king went on to..." The TV was shut off from behind her. She knew who it was, Steve. Steve leaned against the wall in front of the door as she just sighed, "It's my fault." she told him. "That's not true." he told her, not accepting her comment. "Turn the TV back on. They're being very specific." she told him, finally looking at him. Steve started walking towards her to sit on her bed beside her, "I should've clocked that bomb vest long before you had to deal with it. Rumlow said "BUCKY"... and all of a sudden I was a 16-year-old kid again, in Brooklyn. And people died. It's on me." he admitted to her.

"It's on both of us." she said. They both sighed, "This job... We try to save as many people as we can. Sometimes that doesn't mean everybody. But if we can't find a way to live with that... then next time... maybe nobody gets saved." Steve told her. There was a moment of silence until he decided to speak again, "So when last did you speak to Ja-" he was interrupted by Wanda, "We aren't... talking. Not for a while." she informed him. "Why not?" he asked her. She was silent before he continued, knowing Jacob was, for some reason, a difficult subject, "Look I know you two haven't been talking... But maybe you need to talk to him. Who knows? Maybe -" he was again interrupted by Vision phasing through the wall. 

They were both surprised by his appearance, "Vis! We talked about this." she told him. "Yes, but the door was open so I assumed that... Captain Rogers wished to know when Mr. Stark was arriving."

"Thank you. We'll be right down." Steve informed him. There was a quick moment of silence before Vis decided to make his leave, "I'll use the door." he said, as he gestured to the open door. He was about to walk out but stopped at the door to tell them one last thing, "Oh, and apparently, he's brought a guest." he said. Steve wondered who Tony brought. Pepper? Rhodey? He finally asked him, "We know who it is?" The answer was surprising, "The Secretary of State." Vision answered. They both wondered why in the world, Tony brought General Ross. But they were about to find out. 

Meeting room,

"Five years ago... I had a heart attack... and dropped right in the middle of my backswing. Turned out it was the best round of my life... because after 13 hours of surgery and a triple bypass... I found something 40 years in the Army had never taught me. Perspective." General Ross told the group of Avengers sitting around a table in front of him. Tony sat in the corner of the room. General Ross continued speaking, "The world owes the Avengers an unpayable debt. You have fought for us... protected us, risked your lives... but while a great many people see you as heroes... there are some... who would prefer the word 'vigilantes.' " he told them. 

"What word would you use, Mr. Secretary?" Natasha Romanoff, AKA Black Widow asked the general. "How about 'dangerous' " he answered quickly. "What would you call a group of US-based, enhanced individuals... who routinely ignore sovereign borders... and inflict their will wherever they choose... and who, frankly, seem unconcerned about what they leave behind?" he stated, continuing his speech. He walked to the side for them to get a clear view of the projection in front of them. "New York." he said. The Battle Of New York then appeared on the projection, mainly just the destruction that resulted during the battle and people screaming in terror. "Washington, D.C." he said, presenting the fall of SHIELD helicarriers, citizens again screamed in terror. Sam looked down in guilt. "Sokovia." he stated, presenting the events that Ultron caused. Wanda just stared at the presentation. "Lagos." he stated, presenting the explosion at Lagos. Wanda looked away, filled with guilt.
