The interrogation room,

Bucky sat in his pod-type-cell in the center of the room as an evaluator sits at a desk facing Bucky's pod. Inside, Bucky's still restrained, "Hello, Mr. Barnes. I've been sent by the United Nations to evaluate you. Do you mind if I sit? Your first name is James?" the evaluator asks.

Sharon walks into an office, where Sam and Steve waited and sat, "The receipt for your gear." Sharon says as she hands Sam the receipt for his gear. Sam looks at the receipt, only yo be offended by what was written on it, " 'Bird costume'? Come on." Sam says, looking at Sharon with an offended expression. "I didn't write it." Sharon tells him as she shrugs her shoulders. Sharon noticed Steve staring at a screen of Bucky being interviewed, knowing he was worried and cautious. Sharon pushes a button which stops the restriction on the audio from Bucky's evaluation. Steve looks behind him, arms still crossed, and nods his head at her, thanking her.

"I'm not here to judge you. I just want to ask you a few questions. Do you know where you are, James? I can't help you if you don't talk to me, James." the evaluator asks, sounding concerned. "My name is Bucky." Bucky quickly answers.

Steve studies the blurry photograph of the man who bombed the congress in Vienna and noticed something off, "Why would the Task Force release this photo to begin with?" Steve questions, looking around him. "Get the word out, involve as many eyes as we can?" Sharon questionably answers. "Right. It's a good way to flush a guy out of hiding. Set off a bomb, get your picture taken. Get seven billion people looking for the Winter Soldier." Steve states. "You're saying someone framed him to find him." Sharon questions. Sam finally includes himself in the conversation, "Steve, we looked for the guy for two years and found nothing." Sam tells Steve. "We didn't bomb the UN. That turns a lot of heads." Steve states. "Yeah, but that doesn't guarantee that whoever framed him would get him. It guarantees that we would." Sharon says, her gaze falls on the evaluator in the screen, and her eyes narrow. Steve frowns and looks around, "Yeah." Steve agrees.

"Tell me, Bucky. You've seen a great deal, haven't you?" the evaluator asks Bucky. "I don't want to talk about it." he answers. "You fear that... if you open your mouth, the horrors might never stop. Don't worry." the evaluator, who in reality, was a man named Baron Zemo all along, gets a message on his screen: 'Message inbox: 1' touches it 'status: Package delivered'. "We only have to talk about one." Zemo says. Suddenly, a bubble of energy engulfs a power station, powering the building, and sparks fly. In the city, traffic lights fail. In the bunker, the lights suddenly go out. Everett Ross and Tony look around, wondering what was happening as the screens showing Bucky shut off. "Great. Come on, guys, get me eyes on Barnes! Go!" Ross yells as he claps his hands to get them to work. "FRIDAY, get me the source of that outage." Tony says.

Back in the office with Sharon, Steve, and Sam, the 2 look at Sharon, silently asking with just looks, where Bucky was located, "Sub-level 5, east wing." Sharon tells them, then ran out with haste, now knowing where Bucky was. T'Challa, who was sitting on a nearby couch, spots Steve and Sam bolting.

Back in Bucky's cell room, Bucky looks around in confusion, "What the hell is this?" Bucky questions. "Why don't we discuss your home? Not Romania. Certainly not Brooklyn, no. I mean, your real home." Zemo brings up a red book, causing Bucky to mentally freak out. Zemo removes his glasses then walks towards Bucky reading from the red book by torchlight, "Желание. (Longing.)"

Bucky shuts his eyes and snaps his head up, "No."

"Ржавый. (Rusted.)"

"Stop."

"Семнадцать. (Seventeen.)

Bucky's metal arm trembles in its restraint, "Stop." he says as he sneers angrily.
