Chapter 8: Consequences

Berlin,

Traffic rolls around the victory column as the police convoy drove beside the river Spree. Amidst the convoy is a gray armed truck. Inside the truck, Bucky wore restraints inside a prison pod and three armed guards sit on the other side of the glass-walled pod. A police motorbike stops the traffic, causing the van driver looked affronted. The convoy turns a corner onto a bridge across the river. In an SUV, amongst all the trucks, sat T'Challa, Steve, and Sam Wilson. T'Challa sat in front of Steve who also sat in front of Sam. Things were starting to get awkwardly silent so Sam decided to break it, "So, you like cats?" Sam jokingly asked, still keeping a serious face. "Sam." Steve objected, not finding his question amusing. "What? Dude shows up dressed like a cat and you don't wanna know more?" Sam questions. Still not trusting him. 

There was another awkward moment of silence before Steve had a question of his own, "Your suit . . . it's Vibranium?" Steve questions, perking Sam's interest and grabbing T'Challa's attention, causing his eyes to narrow at Steve as he glances sideways. "The Black Panther has been the protector of Wakanda for generations. A mantle, passed from warrior to warrior. And now, because your friend murdered my father, I also wear the mantle of king. So, I ask you . . . as both warrior and king . . . how long do you think you can keep your friend safe from me?" T'Challa questions, leaving Steve stony faced as the convoy heads underground.

In a light gray walled bunker, Bucky's pod is carried away by a forklift. Nearby, Steve gets out of the SUV and glances across at Bucky who doesn't spot him. Steve sees Sharon, along with a diminutive, gray-haired man standing beside her. He approaches them as Sam and T'Challa follow him towards the 2 people, " What's gonna happen to him?" Steve immediately questions as he walks up to them. "Same thing that ought to happen to you. Psychological evaluation and extradition." the gray-haired man quickly answers. The 3 of them look at the man, basically asking who this guy was. Sharon answered for them, "This is Everett Ross, Deputy Task Force Commander." Sharon says. 

Steve looks at Ross, "What about our lawyer?" Steve questions. "Lawyer. That's funny. See their weapons are placed in lockup. Oh, we'll write you a receipt." Ross chuckles, as soldiers walk by carrying Sam's wingsuit and Steve's shield. "I better not look out the window and see anybody flying around in that." Sam threatens as he follows the soldiers to where they have to go, along with Steve and T'Challa. As they go Steve looks back and catches Bucky's eye looking at him. He looks away as the doors close.

On a covered sky walk,

All of them were following Ross on the skywalk as he spoke, "You'll be provided with an office instead of a cell. Now, do me a favor, stay in it?" Ross finishes. "I don't intend on going anywhere." T'Challa says, reminding everyone why he's still here. Steve sees Natasha standing in the hallway, waiting for him, "For the record, this is what making things worse looks like." Natasha says as she joins them on the way to the next room. "He's alive." Steve reminds. When they reach the next room, Steve sees the last person he wanted to see here, Tony Stark.

Tony was speaking on his phone with his back turned towards the door, "No. Romania was not Accords-sanctioned. And, Colonel Rhodes is supervising cleanup." Tony continues, seeing Steve and the rest finally arrived. Sam and a few others, along with Natasha, go in a different direction, "Try not to break anything while we fix this." Natasha warns them. "Consequences? You bet there'll be consequences. Obviously you can quote me on that 'cause I just said it. Anything else? Thank you, sir." Tony continues, still speaking on the phone while directly staring at Steve. Making sure Steve heard the words, 'consequences'. " 'Consequences'?" Steve questions. "Secretary Ross wants you both prosecuted. Had to give him something." Tony tells him, pointing at Steve with his phone. Tony begins  to walk off as Natasha begins walking back to them, "I'm not getting that shield back, am I?" Steve asks, kind of knowing what the answer will be. 

"Technically, it's the government's property. Wings, too." Nat says as she walk past them, smiling. "That's cold." Sam says. "Warmer than jail." Tony adds, reminding them of what he did for them. 

In a secured chamber a guard connects a pipe to Bucky's prison pod, causing the lights inside to dim for a moment.

Tony finds Steve in a glass-walled office, with a large desk in the center and office chairs surrounding it, overlooking the control room. "Hey, you wanna see something cool?" Tony asks him, as Steve sits down onto one of the chairs and Tony walked towards him, lightly tapping a card he had in his hand on his other hand. "I pulled something from Dad's archives. Felt timely." Tony continues and shows him two pens in a small, pitch black presentation box. "FDR signed the Lend-Lease bill with these in 1941. Provided support to the Allies when they needed it most." Tony continues. "Some would say it brought our country closer to war." Steve points out. "See? If not for these, you wouldn't be here. I'm trying to . . . what do you call it? That's an olive branch. Is that what you call it?" Tony speaks as he sits down on a chair near him. "Is Pepper here? I didn't see her." Steve ask, wondering why she wasn't here with Tony. "We're kinda... well, not kinda..." Tony tries to explain, but is questioned by Steve, "Pregnant?" he asks. Tony scoffs, "No. Definitely not. We're taking a break. It's nobody's fault." Tony answers. Steve feels sorrow for Tony, knowing how much he loved Pepper, "I'm so sorry, Tony. I didn't know." Steve says. 

"A few years ago, I almost lost her, so I trashed all my suits. Then, we had to mop up HYDRA... and then Ultron. My fault. And then, and then, and then, I never stopped. Because the truth is I don't wanna stop. I don't wanna lose her. I thought maybe the Accords could split the difference." Tony explains and stands up and paces. "In her defense, I'm a handful. Yet, Dad was a pain in the ass, but he and Mom always made it work." Tony jokes. Steve thinks of the memories he had with Howard, "You know, I'm glad Howard got married. I only knew him when he was young and single." Steve says. "Oh, really? You two knew each other? He never mentioned that. Maybe only a thousand times. God, I hated you." Tony clashes back. "I don't mean to make things difficult." Steve implies, trying not to start a fight. "I know, because you're a very polite person." Tony mocks. "If I see a situation pointed south . . . I can't ignore it. Sometimes I wish I could." Steve apologizes. Tony doesn't buy it, "No, you don't." Tony quickly says. Steve smiles downward, "No, I don't. Sometimes..." Steve corrects. 

"Sometimes I wanna punch you in your perfect teeth. But I don't wanna see you gone. We need you, Cap. So far, nothing's happened that can't be undone, if you sign. We can make the last 24 hours legit. Barnes gets transferred to an American psych-center . . . instead of a Wakandan prison." Tony says. Steve frowns thoughtfully and picks up one of the fountain pens, thinking about his offer. He stands up and paces, then turns to Tony. In the control room beyond there are multiple screens on the walls, "I'm not saying it's impossible, but there would have to be safeguards." Steve caves, finally accepting his offer. "Sure. Once we put out the PR fire, those documents can be amended. I'd file a motion to have you and Wanda reinstated-" Tony gets interrupted by Steve, who's caution perked when he mentioned what happened to Wanda, "Wanda? What about Wanda?" Steve questions.

"She's fine. She's confined to the compound, currently. Vision's keeping her company." Tony explains. "Oh God, Tony! Every time. Every time I think you see things the right way-" Steve yells in frustration of Tony's ignorance, but is interrupted by Tony, "What? It's a 100 acres with a lap pool. It's got a screening room. There's worse ways to protect people." Tony explains. "Protection? Is that how you see this? This is protection? It's internment, Tony." Steve frustratingly speaks. "She's not a US citizen." Tony tries to explain. "Oh, come on, Tony.", "And they don't grant visas to weapons of mass destruction." Tony continues to try and explain. "She's a kid!" Steve yells. Tony has enough, "GIVE ME A BREAK! I'm doing what has to be done ... to stave off something worse." Steve nods faintly, "You keep telling yourself that." he says as he puts the pen back down, "Hate to break up the set." he continues. He leaves the office as rueful Tony watches Bucky on one of the control room's screens.
