In a huge abandoned warehouse,

Bucky suddenly wakes up to see his metallic left arm clamped in a huge industrial vice. Steve peers through a gap at a chopper flying overhead. Sam sees Bucky wakeup, "Hey, Cap!" he calls to him. Steve goes over to join Sam by Bucky who sits with his arm in the vice. They simply stare at him, "Steve." Bucky says, seeing his old friend. Steve crosses his arms, "Which Bucky am I talking to?" he questions. "Your mom's name was Sarah...You used to wear newspapers in your shoes." Bucky chuckles at his words, finally convincing Steve.

Steve looks at Sam, "Can't read that in a museum." he told him. "Just like that, we're suppose to be cool?" Sam questions, still not fully trusting Bucky. This catches Bucky's attention, "What did I do?" he questions. "Enough." Steve answers. "Oh, God, I knew this would happen. Everything HYDRA put inside me is still there. All he had to do was say the goddamn words." Bucky sighed. He knew he could never be safe. "Who was he?" Steve asks. "I don't know." Bucky says. "People are dead. The bombing, the setup. The doctor did all that just to get 10 minutes with you. I need you to do better than 'I don't know.' " Steve complains. Bucky thinks for a moment, "He wanted to know about Siberia. Where I was kept. He wanted to know exactly where." Bucky remembers. "Why would he need to know that?" Steve asks. "Because I'm not the only Winter Soldier." Bucky says ominously.

"Who were they?" Steve questions. "Their most elite death squad. More kills than anyone in HYDRA history. And that was before the serum." Bucky answers. "They all turn out like you?" Sam asks, to which Bucky replies, "Worse." Steve asks another question, "The doctor, could he control them?" he asks. "Enough." Bucky answers. "Said he wanted to see an empire fall." Steve states, quoting what Zemo said. "With these guys he could do it. They speak 30 languages, can hide in plain sight, infiltrate, assassinate, destabilize, They can take a whole country down in one night. You'd never see them coming." Bucky warns.

Sam and Steve walk away to privately talk, "This would have been a lot easier a week ago." Sam jokes. They had only a few options left. "If we call Tony-" Steve suggests, but is quickly interrupted by Sam, "No, he won't believe us." Sam says. Truth was, he was probably right. "Even if he did-" Steve says, Sam then continues, "Who knows if the Accords would let him help." Sam continues. He was probably right about that too. "We're on our own." Steve says, but Sam had other ideas, "Maybe not." Sam says. He then looks at Steve after a moment, "I know a guy." Sam says.

Back in Berlin,

Back in Berlins, Tony sat in the office room Steve and Sam were previously in, as well as Nat. Tony had an ice pack on his eye. Secretary Ross then walked in, "I don't suppose you have any idea where they are?" Secretary Ross asks as he walked in. Tony sat up, his blue-purple eyes standing out, "We will. GSG-9's got the borders covered. Recon's flying 24/7. They'll get a hit. We'll handle it." Tony assures, trying not to cause any more problems as it is. "You don't get it, Stark. It's not yours to handle. It's clear you can't be objective. I'm putting Special Ops on this." Ross says as he turns away from the sitting Nat and standing Tony. "What happens when the shooting starts? What, do you kill Steve Rogers?" Nat questions as Tony walks around Ross, who stood his ground. "If we're provoked. Barnes would've been eliminated in Romania if it wasn't for Rogers. There are dead people who would be alive now. Feel free to check my math." Ross informs them as Tony sits back down and Ross walks in front of Tony, who just looks up at him as he talks.

"All due respect, you're not going to solve this with boys in bullets, Ross. You gotta let us bring them in." Tony says, but Ross didn't care, "How would that end any differently from the last time?" Ross asks. "Because this time, I won't be wearing loafers and a silk shirt. 72 hours, guaranteed." Tony assures. "36 hours. Barnes. Rogers. Wilson." Ross orders as he walks out of the room. "Thank you, sir." Tony sarcastically says. Tony slumps, exhaling as he puts his hand on his chest, "My left arm is numb, is that normal?" Tony asks as Nat walks up behind him and pats him on the shoulder, "You alright?" Nat asks him.
