Okay so I know a lot of people might dislike this, but just so people who don't watch Toaru can get the gist of this I'm going to have to make a little chapter explaining the characters that will show up, have shown, up and their abilities (not all characters that will show up will be here, just the obvious ones)

Accelerator: Vector Manipulation. Level 5

Accelerator's ability is Vector Manipulation, he controls the directional power of anything in the world essentially. Vectors are in anything with a magnitude in direction, basically anything that moves. He can use this to create earthquakes, weaponize plasma, or summon winds. Anything with Vectors he can control, he can also pop somebody like a balloon upon contact and tweak a persons Bio Electricity.

Accelerator's main use of this is his Redirection, he changes the motion and trajectory of an incoming attack to send it back or elsewhere. He can manipulate its speed, and power when he sends it back. His Vector Manipulation is based off calculations, but that's not much of a problem since he's a genius. This means he can only Redirect attacks with properties he understands. This ability goes all the way up to the 11th dimension as he can control Vectors up to that dimension. As long as he can comprehend the Vectors, he can wield them.

Kakine Teitoku: Dark Matter. Level 5

Kakine has the ability named Dark Matter, not to be confused with the real life Dark Matter. This Dark Matter which only he produces and can wield, is essentially a concept of energy with foreign matter in the mix. Basically Dark Matter has a different set of rules and laws and doesn't need to abide by regular physics, not because it can, but because it 'doesn't exist' stated by Kakine himself. His Dark Matter is something which simply doesn't exist in the universe, not that it does or theoretically should, simply doesn't exist.

Things that don't exist abide by laws that don't exist. Due to this he can cause explosions with the dark matter wings he possesses, transmute humans into sand upon contact, fly, apply foreign matter into his attacks, manipulate atoms, and detract sunlight to name a few.

Misaka Mikoto. Electromaster. Level 5

Misaka Mikoto has the ability that goes by the name Electromaster. She can control the Neutrons to wield electricity and can do numerous things with this, she can fire lightning off, create massive bolts of thunder, control anything with metal in it, weaponize Iron Sand, create a barrier, sense and see where Electrons are, and finally make a Railgun. She can control up to 1 Billion volts of electricity at a time, and is immune to electricity of any form.

Misaka's main finisher is the 'Railgun' by using her body as a conductor for Electricity and applying Flemings hand rule, she can use her electromagnetic ability to repel steel things off at dozens of times the speed of sound to create a makeshift Railgun. She usually does this with coins, anything metal works in fact. All the clones including Worst and Last Order have this same ability but at level 2-4. Worst is the only one with the level 4 variant and can create a Railgun out of nails.

Misaki Shokuhou: Mental Out. Level 5

Misaki is able to control the cerebrospinal fluid inside somebody's brain with her remotes and is able to use different remotes to control and even change and display memories.

Kamijou Touma: Imagine Breaker. Level 0

Touma was bestowed with the ability of the Imagine Breaker, his entire right hand negates any supernatural phenomenon it touches without exception. This has a limit to the speed, if anything can reform within a tenth of a second it won't instantly negate, he also doesn't permanently negate things. Though due to this he has extreme misfortune and bad luck as he can't obtain blessings from god.

Hamazura Shiage: Nothing (He just has extreme plot armor and luck) level 0

Nothing needed to be said lmao.

Kuroko Shirai: Warp, Level 4.

Using 3 dimensional calculations upon seeing an area, Kuroko is able to accurately warp there with no flaws. She can do the same with pins and needles, she must imagine everything around her as a graph to be able toe warp accurately and even the slightest mess up can lead her warping to fail.

Takitsubo Rikou: AIM Stalker, Level 3.

Takitsubo is able to see and perceive where AIM Fields are with her ability.

Mugino Shizuri: Meltdowner, Level 5.

Mugino is able to control the Protons and Electrons in the air to form a beam that is between the lines of a solid and liquid. This beam is of high heat and is able to melt anything in its way, she can fire a single beam at a time in a straight line but can curve her beams slightly. She has a sort of prism to shoot into that defracts the beams to create multiple ones.

Sogiita Gunha: Guts, Level 5.

Sogiita's ability is mostly unknown, and the way he explains his ability is totally impossible. From theories his ability seems to be low tier reality manipulation, or a sort of toon force type thing. Essentially if he has the 'Guts' to do something then he can do it, like create a shield or run on air or punch and create shockwaves. Mostly this is just a theory and nobody really knows exactly what his name is.

Aihana Etsu: ???, Level 5.

Unknown.

Setting: Academy City.

Academy City is a breeding grounds for things called Espers, the levels range from Level 0 to Level 5. The lower the level the weaker, Level 0 and 1 are interchangeable. Level 2 is an ability that is mostly useless but can be situational, Level 3 is an ability that can be used in everyday life, Level 4 is an ability that can be used for Military use. And Level 5, is an ability that allows one to be able to take on a full Military force alone.

The school you go to depends on your level and there are multiple districts. Academy City is an extremely dark city, running multiple experiments behind the scenes.

What are Esper abilities and how do they work?

Esper Abilities are abilities formed from an Esper partaking in the Power Development Curriculum program. Some people are deemed powerless and others usually start off at a low level, some are given immense power from the get-go however, an example of this would be Accelerator. His ability never really got stronger as he got older, he just got better control over it.

There are two main things to be known about Esper Abilities, Personal Reality and AIM Field. AIM Fields (An Involuntary Movement) is a field that Espers subconsciously emit, for example a Pyrokinetic Esper subconsciously rises the temperature. A Cryokinetic lowers it, an Electromaster subconsciously emits an Electromagnetic field. This field cannot be detected by the 5 senses.

Personal Realities are basically the way the user perceived the world and how their abilities interact with the world. It's basically bringing the reality they wish into the world, this means they are limited by it and can make their abilities not harm themselves. Though with some exceptions.
