It will begin with a what happened after this win and about her relationship with the other victors/mentors as well as what she did during Katniss's games.
She will not be in the 75th Hunger Games, but she has a lot of involvement with helping the rebellion.
She is an entirely fictional character, and no, she's not a heartless killer.
In the next book, she has a lot of difficulty re adjusting to life in District 4 and also has Temporary PTSD during Katniss's games, but is helped through it by an unlikely ally.
