After MODOK's broadcast, many of world leaders had met to hold a conference to decide if they should concede to his demands. With the threat of world destruction hanging over their heads, they ultimately agreed that they had no choice but to ensure 'power of leadership' would indeed be handed over to the strange and evil being, though with a hidden catch to ensure that the transfer of power would not be permanent. Though they were assured by Jerry that a team was on the case, there needed to be a contingency to avoid the unthinkable, lest they allow all life on Earth be annihilated.

Inside the main control room of his base, MODOK hovered eagerly in his chair as watched some of his AIM henchmen, clad in yellow hazmat-like suits, work efficiently as they finished setting up an elaborate metallic grey machine connected to the Tesseract. As this was going on, more AIM members were at the monitoring stations checking on incoming transmissions from world leaders, while a few others prepared the instruments to extract DNA from their WOOHP prisoners, who had been brought up from their cell. Wasp was still trapped in her glass prison, Rescue's armour was still immobilised, and Invisible Girl's shackles were as well secured to the wall in the control room as the one in the cell.

"Oh, those look sharp," said Wasp apprehensively to her teammates, as she saw one AIM scientist sort through a supply of surgical drills and knives. "I've never been keen on dissections, especially when we're the intended victims!"

"Don't worry, Wasp," called over Rescue. "I'm sure Spider-Woman and WOOHP will be trying to find us."

"They may try, but they will not succeed," sneered MODOK. "This fortress is both undetectable and impregnable. Nothing can prevent the goals of AIM from coming to fruition."

MODOK must have spoken too soon, for at that moment, the AIM technician, in charge of maintaining surveillance and communication with the super-robots, leapt from his chair, his beekeeper-like hood hiding the surprised expression on his face.

"Sir!" he exclaimed to MODOK. "Someone shut down our laser net, and our remaining robots just went offline!"

MODOK's default unhappy look turned even more sour and he glowered at the head of security. "Intruders?! How in the world did they find us?"

"I don't know sir," gulped the security chief nervously. "We scanned the prisoners for concealed devices and found nothing."

"You should have checked more throughly!" snapped MODOK. "Clearly one of them had a device that could shield itself from electronic detection, and they've used it to broadcast our position! You will be punished for gross incompetence!"

Turning his back on the fearful guard, MODOK addressed the scientists handling the device that the Tesseract was plugged into. "Is the superweapon ready?"

"Yes sir!" replied a tall man at the machine.

"Excellent. Open communications to those so-called leaders. It is time for them to give us an answer to our ultimatum. Then we shall deal with our mysterious and uninvited guests."

One of the technicians at the monitoring controls operated a switch, and a second later, a stressed-looking stout man in a suit with white hair appeared on the communication screen.

"Your time's up! Transfer command to me this instant!" MODOK exclaimed, not even bothering to wait for the man to reply.

"Y-yes! Don't fire! We took a vote, and for the safety of innocent lives across the globe, it has been agreed to hand full control to you. I'll send the means to do so to you now," the man replied, typing on his keyboard.

"Good," said MODOK with a sinister chuckle. "You have acted wisely. Today marks the dawn of a new age for the entire world, one dominated by the power of AIM!"
