Freeze Blade is awesome, and fairly underrated, I don't see him being mentioned much. He is one of my favorite Swappers by far.
Design: He's an ice animal humanoid thing. I like it. I love his weapon, and skates. His hair is wicked lol. 9/10, cool (No pun intended), but meh compared to some other Swappers' designs.
Moveset: It's good. He can throw his ice blade, doing very decent damage. He can charge at enemies, which gives them frostbite and slows them down. Then he has a ranged ice shot attack, not bad, but I use this move less than his other moves. 9/10
Solid 9/10 overall
