He's a really cool character, I'll give him that. He's certainly overrated though imo.
Design: It's cool, I don't exactly like robot Skylanders though, but Magna Charge's design was unique. 8/10
Moveset: His lazer cannon is fairly quick and strong, his charge attack is good, and helps you dodge and speed around, then he can levitate objects (Including enemies), and whip them off the edge of the level. 10/10
9/10 overall
