Ei explained Scaramouche's body couldn't handle sadly the power she needed him to, instead of killing him, she just decided to let him go to have his personal life and be happy as a acting human normal being like the others.
Until Ei heard about this news of Scaramouche being a harbinger, she couldn't do anything sadly.
