One cold night in December, a riot had broken out due to a robbery. A gang of ten villains were attempting to escape with bags of jewellery they had stolen.
"Good haul boys!" Shouted their leader. "Now we just need to escape the police and we're home free!" Most of them were just regular people with gadgets that made them stronger and faster or gave them long-range attacks. However, there were a couple who had Quirks that made it a struggle to catch them. One of them turned towards the police pursuing them and stomped on the ground. This caused the ground to quake and split apart. As a result, it made it hard for the police to catch them. And there were no Pros in the area, so even if one was called, they wouldn't make it in time.

The gang made it to their van and drove off. Just to make sure they wouldn't be followed, the leader took out a flashbang, pulled the pin and threw it. The flash stunned everyone in the area and ensured that nobody would see where the villains went.
"You did a great job boys." The leader told his gang. "Now we just have to get these beauties to our client and we're done." The group was celebrating a job well done when a beam shot through the hood of their van. The driver lost control of the vehicle and it spun out. They were suddenly stopped when the vehicle was encased in ice.
"What's going on?!" Said one of them. The goon who caused the quake walked up to the back door and placed his hand on it. The door then burst off and he stepped out.
"That was a reckless move Bakugo." Said Todoroki.
"Well, it worked, didn't it?" Bakugo retorted. He looked at the gang and smiled. "Looks like it's our lucky day. We just got our licenses and there are villains causing trouble."

"You kids don't know what you're doing." Said the villain.
"We're stopping a group of petty thugs. Am I wrong?" Said Bakugo.
"You're U.A. students. Are you legally allowed to deal with villains?"
"We just got our Provisional Licenses. That's all you need to know." Todoroki answered. "Now come in quietly. We have somewhere to be." He held up his left hand and lit a small fire. The villain cracked his knuckles and pulled his fist back.
"Not a chance."

Todoroki unleashed a stream of fire. The villain punched the air, releasing a shockwave that extinguished the flames.
"We can't let these punks stop us! Get them!" Shouted the boss. The Quirkless goons wore bracelet-like gadgets that functioned as guns. They activated their weapons and fired them at the boys. Todoroki and Bakugo were able to use their Quirks to avoid the bullets with no problems. Bakugo flew up into the air slightly and then propelled himself back down to knock one thug into the ground. He then swung his arm into another goon, using an explosion to put more power into the impact. The same thug attempted to punch Bakugo in the face. His gadget transformed into a small gauntlet that powered up his punch. However, Bakugo caught the punch and popped a small explosion to break it.
"That was too predictable. Who taught you how to fight? A five-year-old brat?" Bakugo mocked the goon. Another one ran up behind Bakugo with a powered-up punch and threw it. Bakugo evaded and let the goon he was holding receive the blow to the face instead. Just after that goon realised what he had just done, Bakugo punched him square in the nose, breaking it. He then grabbed his head and dragged it down so he could knee the foe in the face, which knocked him out.

The other goons around him slightly backed up with their hands up.
"I'm guessing none of you wanna fight me then?" Said Bakugo with an arrogant smile.
"Useless worms! I'll deal with him myself!" Shouted the angry leader. He held out his hand and shot out water. Bakugo used an explosion to avoid it.
'I can't let my hands get wet. That'll stop me from igniting any explosions.' Thought Bakugo.

Meanwhile, Todoroki was facing down the shockwave villain.
'This guy can easily negate my fire. And his shockwaves are likely strong enough to break my ice too. I'm better off trying to evade attacks and getting close-range hits in when I can.' With that thought, Shoto propelled himself forward with his ice. The villain released a shockwave into the ground, which caused the terrain to become more uneven, throwing Todoroki off-balance. While he was shaken up, the villain ran up, attempting to punch Todoroki. At the last minute, he threw up an ice wall, blocking the punch. However, the villain powered the punch with a shockwave. This shattered the ice and knocked Todoroki back a bit. The recoil also knocked the villain though and Shoto used that to his advantage and froze him. This only lasted a moment because the ice was shattered almost immediately. Todoroki was having an admittedly tough time.
