A/N: This has literally been stuck on my drafts for 2 months. And I changed the plot like thrice so there's now suddenly 2 POVs in this chapter.

Ei's POV:
The wind blew heavily, and the rain beat in torrents upon Inazuma city. The streets were nearly empty; it was a wet, dreary day fit only for huddling at home by the fire. Ei looked at the sky, her face graced with sadness. She did not wish to be alone on such a day.
'I'll go out,' she thought. 'It's my duty as the archon of Inazuma to ensure everyone's safety. It's been a long time since I've gone outside on my own...' Raiden left her Tenshukaku, her steps heavy with the weight of responsibility. Isolating herself in the Plane of Euthymia has cut her off from reality for far too long.
The outside world is different from what she remembered; it changed too much. And yet — it had become even more wonderful than before. She felt that way when she first came here, but now there was no doubt about it: this was where she belonged. She found that the weather had grown even worse. The rain poured down without pause, making it impossible to see more than two feet ahead. The lightning flashed continuously. She pushed open the door and stepped out into the rain. She ordered the guards in front of her Tenshukaku to take shelter or help the city's citizens. They scurried away to obey.
She walked through the pouring rain, searching for any sign of danger. Her footsteps echoed against the stone pavement. Then she heard a small sobbing voice.
Raiden stopped dead in her tracks, sharply turning around and seeing a weeping kid crouched on the ground. A small child, perhaps five or six years old, shivering in the rain. They violently trembled as their clothes soaked through. The poor thing stared at Raiden in astonishment; they flinched when a bright light flashed in the sky.
"Thunder!" they cried, covering their ears. Raiden approached them cautiously, quickly picking the child up, wrapping her arms around, and hugging them tightly.
"There, there," she cooed, stroking the kid's hair. "It'll be okay." Ei was relieved to see the child calm down.
"Thank you..." they said, looking up at Raiden. They seemed to have recognized her. "Inazuma's archon? Ms. Shogun? Father always told stories about you." The child smiled shyly, their eyes glistening with tears.
"Let's get you somewhere safe first," Raiden suggested. They nodded, wiping their eyes.
Ei held them tight and rushed towards the Tenshukaku. She opened the massive doors, revealing the interior. The child looked around in wonder, taking in all the details. Ei realized what she had done. Why did she take the kid here in all places? She'd give them to the Tenryou or Yashiro Commission once this is over.
"You can stay here until it stops raining," she said, "you're safe now." They smiled happily, clearly having never seen a room this big before.
Though for Ei, there was nothing to be amazed at, this room is empty and gloomy.
"Thank you, Ms. Shogun," they said. They stood there quietly and awkwardly. Ei had never interacted with a child in ages, and even if she did, they'd always avoid and be scared of her. The kid nodded and sat on the floor. Ei turned around and went back outside, strong winds roared, and it seemed like this won't end.
