At least I was able to use the large gap inbetween chapters to really refine some parts.

Somewhere, in the now-forgotten and ruinous sections of Honno Island, a conspiracy was brewing.
Taking stage in a disused port-side warehouse, one once filled with goods coming to and leaving the island prior to the chaos of the Kiryuin's conflicts, now stripped bare and left to rust without so much as a glance from either the retaken Academy or its SPWF allies. It was never important enough to be worthy of such.
At least, not then. Now though...
In the office room of the building, a meeting was taking place. By a couch in one corner of the room, sat three. One was a female senior student, standing protectively in front of another student with strikingly similar features to her - only differentiated by his more junior features and rougher hair. The third was also a senior, but instead of conversing with his fellow, he was sat opposite to and engaged in a board game with the younger boy.
In the other corner, meanwhile, loitered two male seniors. The more distal of the two was currently sat in the darkest corner of the room, still as a rock, whilst the nearer was ominously leaned against a support pillar, seemingly asleep, though one could hardly see through the shimmering around him to ascertain that fact.
At the head of the room stood a woman, gazing ominously out of a large window into the dark and cloudy skies around Honno Island. Rei Hoomaru was her name, and this cabal was her personal retinue.
From a side room, another male entered carrying an empty tray, travelling straight to the side of their leader. He was dressed in a simple (though not inconspicuous) suit resembling that of a butler or footman, and held himself as such.
"Lady Rei," He politely stated, bowing to a level closer to her seated position. "If I may relieve you of that glass..."
Rei absentmindedly gestured with the item. However, with the pressure with which she held and the drained nature of the glass, it only took a single misjudged movement for her grip to slip and for the glass to shatter on the floor.
A few faces around the room tensed, whilst others either looked past or didn't register the loud crash. The butler was one of the former camp, though he quickly recovered and began cleaning up the shards onto his tray.
In the last few hours, Rei had received intel of Bulles' failure to incapacitate their current target - Toshiro Matsuda. And needless to say, she had not taken it well.
"Lady Ragyo despised 'users' like you. I didn't understand why at first - from the intel REVOCS had collected on the arrows and the 'powers' they bestowed, and from our own experiments, I didn't see the difference between a 'user' and a 'hybrid' like Matoi. But Lady Ragyo... She knew everything there was to know about Life Fibers, being as she was the herald for their ultimate victory over this planet.
I still don't understand fully - but it's slowly becoming clear to me. Bulles failed because he wanted to toy with Matsuda. He did not submit himself entirely to the Life Fiber's plan, rather he revelled in exploiting those newfound powers he had only acquired because of them in the first place. It's clear that these arrows, despite originating from the Primordial Life Fiber, have no intention serving out it's 'will'... They will merely latch onto any 'will' that they deem suitable, not caring about intentions or goals... Like pigs eating out of a feeder."
