''The Wakandan king went on to-'' Steve puts off the news with a sad gaze, but frowns when he hears the same voice coming from a different room.

Wanda.

Steve sighs as he watches from the doorway as Wanda sits sadly on her bed. He grabs remote and turns of the tv, making the witch acknowledge his presence with a simply sad look.

'It's my fault.' She finally says. 'That's not true.' Steve quickly says. 'Turn the TV back on, they were being very specific.'

'I should've clocked that bomb vest long before you had to deal with it.' Steve tries to justify and comfort as he sits down next to Wanda.

'Rumlow said Amelia, and all of a sudden I was..' Steve pauses, unsure of what to say.

'I wasn't Captain America anymore, I was just a man in love.' Steve says with a slight sad smile. Wanda sends a same one back to the man she nearly sees as a father figure.

'And people died, that's on me.' The Captain sighs sadly, his directed on the floor. 'It's on both of us.' Wanda replies.

'It's not on either of you.' A voice from the doorway makes both Steve and Wanda look up. Amelia.

Steve sends Amelia a smile as he walks over to sit in between the two. 'People die, it's part of the job. And no matter how horrible it is, you can't prevent every death.' The young Stark tries to reason as she looks between Wanda and Steve.

'Wanda, Amelia's right.' Rogers sighs as he looks at the witch. 'And if we can't find a way to live with that, than maybe next time no on gets saved.' Steve says honestly.

All three of their heads fling up as Vision enters through the wall. 'Vis, we talked about this!' Wanda exclaims.

'Yes, but the door was open so I assumed that....' Vision says, but shakes away his thoughts and return his gaze to Steve. 'Captain Rogers wishes to know when Mr. Stark was arriving.' He says.

'Thank you, we'll be right down.' Steve says with a nod and a thankful smile. 'Oh, and apparently, he's brought a guest.' Vision says, turning around in the doorway.

'Do we know who it is?' Steve asks. 'The Secretary of State.' Vision replies before leaving the room.

Steve sends Amelia a nervous glance, the brunette returning the same one before sighing as she gets up. This couldn't be good news.

About 30 minutes later, the sound of a large thick pile of papers being thrown on the floor can be heard through out the room.

'The Sokovia accords.' It reads.

'Approved by 117 countries, it states that the Avengers shall no longer be a private organisation.' Ross says. 'Instead they'll operate under the supervision of a United Nation panel and only when and if the panel finds it necessary.' The Secretary of State continues.

'The Avengers were formed to make the world a safer place, I feel we've done that.' Steve tries to reason as he looks up at Ross.
