Makima sent a group from the Special Disivion 4 in order to take down the Tree Devil. However, when Denji, Power and Aki arrives at the area, they only sees the Tree Devil was already killed. The next day, the Special Division 4 get a new member called Shinichi with almost unknown background. Shinichi seems look like a normal guy that anyone can get along with, but he is more than they expect. When another devil incident take place, Juuga is in the scene, take down the Mole Devil and seal it into a Vistamp. Shinichi switch place with Kagero, and become Kamen Rider Evil, before kill the Sea Urchin Devil. From here, the group have just encounter the existance of far superior hunter who both use and did not use Devil power.

The Sea Urchin Devil's remain are practically all over the place. Evil walk across the large pool of blood, walking back toward the group. Despite he have take down the Devil, because of tbe sudden change of personality and immense power, they at their guard.
Aki: S-Shinichi-san...
Evil: Hey, hey, is that how your superior officer?
Aki: No, but you're... What happened? Is this your Devil power?
Evil: You can say like that. But not exactly... I am Kagero, that is all I can tell you. If you want to know more, ask this guy somewhere else.
Shinichi: Kagero, you already had enough fun. I want to go home.
Evil: Shut up. Your home is at Kyoto, right?
Shinichi: I have a home here, too. Already been placed before I arrived few days go.
Evil: Whatever. First of all, I want to eat that super duper special curry! My mouth, my tongue, my throat missed that tinggling spicy taste!
Shinichi: You can taste that later. If I late you take control in my human form that is. Don't forget our contract.
Evil: Shin... You're a pure jerk.
He chuckle slightly before fold the blade back and place it at the belt, before pull the Vistamp. He shines and revert back to normal, having Shinichi take over his body again.
Shinichi: *exhale air* ...
Aki: Shinichi-san?
Denji: Hey, dude, you're good?
Shinichi: Yes. It's been a while since I transformed. Kagero... *look at the Bat Vistamp* He's a troublesome Devil. And now Juuga already left... I didn't get him to give me that other stamp.
Power: Hey, human!
She walk off the group and rush for Shinichi, grabbing his collar and pull him down to her.
Power: What is that power?! How did you get it?! Tell me or else!
Shinichi: Or else... what?
Power: *smirk* I'll kill you, human.
Shinichi: I see.
He look at her dead in the eyes, giving Power a gaze which make her flinch and nervous.
Shinichi: If you can, then try. But you're dead before you can do that.
Power: Wha--?!
When she slowly look down, it shows Shinichi hold a gun directly aim for her heart in point-blank range.
Power: Y-You...!
Shinichi: Be careful what you wish for... Power. You might get something else.
Feeling much threatened, Power let go of Shinichi. He put the gun away and fix his collar.
