When he activates his quurk, the ones caught in his eyesight will lose their ability to use their quirks. This doesn't apply to Mutant-type Quirks. Moreover, it has been noted that his quirk generates an anti-gravity phenomenon around his head when activated, which Aizawa has takes advantage of with his Binding Cloth. His quirk will continue to have an effect on his targets as long as his eyes are open. When he blinks, his opponents can use their quirks like normal. Also, it cannot target people behind cover. The side effect of this quirk is that the user always has dry eyes, which limit the amount of time it can be active. That's why Aizawa carries a small bottle of eye drops with him all the time.
