After what transpired at Deika City, Wolverine along with X-23 and Gabby made their way back to Wolverine's Hero Agency building. There was silence among the Clawed Heroes. When they entered the main room, X-23 turned on the TV which shows a news report on Deika City.
News Reporter(TV): Tragedy struck a peaceful city. Criminals used a fake emergency to lure heroes to a faraway location so they could attack without fear of interference. Facing an unexpected threat, the residents of Deika City banded together in resistance. The Heroes joined the fray after realizing they'd been tricked. By that time, many residents had lost their lives. Eventually, all members of the criminal group were killed. The Heroes closed the case. The news reported that Detnerat's president and CEO happened to be present in Deika City at the time of the attack. He managed to survive. Although he had to amputate both of his legs. Some said the untrained civilians did more harm than good by using their Quirks to fight against the threats. But the world at large couldn't stop talking about the heroism of the residents. Unfortunately, the incident left behind many mysteries.
At this point, Wolverine turned off the TV. The room fell silent as they took the time to process this report.
Wolverine: Things are about to get ugly.
X-23: Is...is it really that bad?
Wolverine: When All For One got captured, many people assumed the League of Villains went down with him. But Deika City showed that the League of Villains not only didn't go away, but they still got the means to raise hell.
Wolverine paused as he began smoking a cigar. At this point, Wolverine knew that the destruction of Deika City would send ripples across Hero Society. Not only that, but there was still little to no information as to what Daken was planning.
X-23: I...I still don't understand how Daken is tied into all of this.
Wolverine: I don't know either, Laura. But the fact of the matter is that the League of Villains is still a very real threat. It's gonna be one hell of a mess for us to clean up.
Gabby: But we can do it, right?
Wolverine and X-23 paused at Gabby's words. Even in the face of what they just endured, Gabby maintained a sense of childlike optimism. At the same time, they were no closer to figuring out what the League's endgame is. Most importantly, they were no closer to uncovering Daken's endgame.
Wolverine: Whatever they're planning, we'll have to be ready. In the meantime, all we can do is wait.
X-23: But...what about Daken?
Wolverine: I'm sure your brother will turn up again sooner rather than later. There's no point in running ourselves ragged trying to look for him. That's exactly what he wants us to do. The last thing we want is to play this by his terms.
X-23 paused as she pondered this. While she knew that her father was right, she wanted nothing more than to take down Daken. But for now, all she could do was wait. Meanwhile, the League of Villains have been recuperating at the Meta Liberation Army's home base. Soon enough at the underground level, Shigaraki and Re Destro addressed the remnants of the Meta Liberation Army.
Re Destro: Welcome, and thank you for coming. Liberation warriors! I am Re-Destro. It's a pleasure to see you. Today, the Meta Liberation Army will be reborn! I believed without a doubt that the League was an obstacle until I faced them! I had blinders on! But now I have seen the light! A new dawn is ahead of us. I was a prisoner of my blood. Unable to break free from what I'd been taught! But then I witnessed real liberation! This is not me surrendering, my friends! It's me doing what's best for our cause. Tomura Shigaraki is truly free! He filled me with awe, which necessitated my abdication! From this moment, the Liberation Army recognizes Tomura Shigaraki as grand commander. As we move toward freedom and strive for Destro's world, the Meta Liberation Army and the League of Villains unite under a new name! The idea came from myself and Spinner from the League! Now, the name please, Tomura Shigaraki!
Shigaraki: The Paranormal Liberation Front! We got rid of the term "Villain" and expanded on the whole "Meta" angle to be a little more inclusive. The nine people on stage are my lieutenants. Teams will be assigned to them based on our needs. Anyway, the name's the same as this hand a decoration. We'll do what we want.
As the new lieutenants of the newly organized Paranormal Liberation Front stood by Shigaraki, a disguised Romulus and Daken watched from the crowd.
Romulus: I met a traveler from an antique land, Who said—"Two vast and trunkless legs of stone Stand in the desert. . . . Near them, on the sand, Half sunk a shattered visage lies, whose frown, And wrinkled lip, and sneer of cold command, Tell that its sculptor well those passions read Which yet survive, stamped on these lifeless things, The hand that mocked them, and the heart that fed; And on the pedestal, these words appear: My name is Ozymandias, King of Kings; Look on my Works, ye Mighty, and despair! Nothing beside remains. Round the decay Of that colossal Wreck, boundless and bare The lone and level sands stretch far away.
Daken said nothing as he simply observed what was happening before him. In that moment, both the League of Villains and the Meta Liberation Army were no more. In it's place was the Paranormal Liberation Front. And as this new organization prepared for war, Romulus would bide his time.
