Early one morning, Sherman arrived at the Time Force Headquarters and noticed an unusual group of soldiers outside Riley's office. "Oh, bother that telephone. Excuse me," Riley said as she walked into her office to answer the telephone. The three soldiers had to talk about Riley's departure from the Headquarters so they would get started. Sherman was cross. Instead of taking the director's advice, he was clenching his fists in frustration. "Oooooh! This is not gonna be good at all!" he said, trying to control his anger. When Sherman saw Penny, he told her what he had heard. "That's what they said, Penny," he told her. "The sooner she's gone, the better. Director Riley won't be here. She must be leaving the Time Force Headquarters!" "But where is she going, and who will direct the Time Force when she's gone?" asked Penny.
By that evening, the Time Force members were talking about it. "Well, I, for one, will miss her when she goes," said Antonio. "So will I," added Margo, "even though she does get very cross sometimes." Then, Penny said, "Director Riley usually has a good reason to get cross: one way or another, we're always causing confusion and delay." "Oh, maybe that's why she's leaving: because of us!" Sherman replied. The Time Force members did not know what to do! They needed to think of a way to convince the Director to stay in the Headquarters. So, they had to think about their plan to defeat Mrs. Grunion so that they would bring her to justice. They kept on thinking and thinking and thinking of the plan.
That night, Riley sat down in her office, keeping track of Mrs. Grunion's location. She was wondering what the robots would do to the headquarters when she first fought them and brought a criminal to justice. "The agents need to pay attention to the orders I give them," she said to herself. "They think I need to serve as the director of the Time Force so I can advise the agents into defeating criminals and bringing them to justice." But she didn't know how that would work out and stayed in her office, still thinking.
Next morning, the Time Force members woke up to find nothing had changed, but they determined that they want to help Riley Andersen want to stay. Sherman and Penny went off to find some more agents to join the Time Force. They reached the city of Zootopia and found two local officers, Nick Wilde and Judy Hopps, who were expecting them. "Sir?" Sherman said. "Ma'am?" Penny said. And then they said in unison, "I think we came to see you." Nick Wilde and Judy Hopps were pleased to see them arriving. They showed them their badges for the Time Force, and the two were delighted to join.
"I'm surprised to see you two approaching," said Judy. "As a matter of fact, there might be a way for us to join you in the elite unit. So how did you get to us quickly?" "We came to convince you two to come with us," replied Sherman. "It's pretty convincing, isn't it?" "Yes," said Judy. "Nick and I would be convinced that you two would pick us up to join your elite unit. Right, Nick?" "Yeah, you're probably right," said Nick. "It is only a matter of time so we can get to work for your elite unit and we can get a new hire." Sherman and Penny brought Nick Wilde and Judy Hopps into the Time Force jet and Sherman held the jet's door open for the fox and rabbit duo. "Right this way," Sherman said, as he guided them into the jet." And thus, the Time Force jet took off as soon as Sherman and Penny were ready, as were Nick and Judy. The jet flew all the way across the dimensions and all the way into New York City, and then they found the parking garage where the Time Force keep their vehicles inside of. "Wow..." said Nick. "Look at this!" "Not a bad place you got here, Agent Peabody," Judy said, admiringly. "Thank you, ma'am," said Sherman.
At the command center, Riley Andersen gathered everyone around for a special announcement. "Quiet, everyone, please," she said. "I just want to say, absolutely and categorically, that Nick Wilde and Judy Hopps have officially joined the Time Force. They want to work for us so they would be ready for the crime-fighting business. And, whoever brought them into our headquarters said that they are becoming members of our elite unit." Everyone cheered and applauded for Riley's announcement. "Tomorrow morning, we will move out and get the mission prepared to save the world!"
