The Perfect Shinobi (Part 3)

The Endless Rain Stops.

Naruto, Itachi, and Shisui arrived at the hidden Leaf village a few days later. They were greeted by the villagers, but they had more pressing matters.

Naruto walked into his office and saw Kakashi and Shikaku doing paperwork. He left them in charge while he was gone. "Kakashi, Shikaku it's good to see you." Naruto says.

"How did the summit go?" Shikaku asks.

Naruto raised his hand and Raido appeared next to him. Raido was wearing the standard Anbu uniform with an eagle mask. "I need you to get the council. Tell them it is an emergency meeting." Naruto orders. Raido nods and disappears.

"That good huh?" Kakashi says.

"Worse than you could imagine." Shisui says with a sigh.

Thirty minutes later the council was assembled. Naruto sat at the Hokage's chair while Tsunade and Hiruzen were to his right and left. On Hiruzen's left Kakashi and Shisui were seated, and on Tsunade's right Itachi, and Shikaku were seated. Then came the clan heads on each side of the room. Tenzo was also there as a representative for the rebuilding efforts. Lastly there was a smaller side section where the civilian council was. There were ten representatives, but they didn't do much when it came to shinobi duties.

"I have called this meeting to report on the five Kage summit." Naruto started gaining everyone's attention. "The Kage's discussed many things during this meeting, but the main source of conversation was the Akatsuki. There are three Jinchuriki left in the world, and they are Myself, Yugito Nii, and Killer B of Kumo." Naruto said.

Naruto paused and looked around the room. All of the clan heads were intensely watching him. They were waiting for the bad news. While the civilian side seemed confused on what Naruto's point was.

"While we discussed this topic we were interrupted. The leader of the Akatsuki, a rouge Uchiha who goes by the name Tobi, used a space time jutsu to appear in the room with two other Akatsuki members." Naruto said. The shinobi side looked shocked. While the civilians looked even more confused.

"Why did they bring their entire roster to a simple meeting?" Shikaku asks.

"They didn't. Orochimaru was not present. Instead, Izumi Uchiha, and Zetzu were at his side. Apparently, Izumi was the member who failed to capture the Eight Tails." Naruto said the council looked at him with wide eyes.

"Izumi Uchiha was killed during the massacre. I saw her body." Hiruzen said.

Itachi looked at Naruto asking for permission. Naruto nodded and Itachi cleared his throat. "The night of the massacre I killed Izumi Uchiha, or who I thought was Izumi. We have reasons to believe that Zetzu made a perfect clone of Izumi that took her place. This also means that a number of Uchiha could return from the dead." Itachi said.

"So, what you're saying is the massacre could have been completely faked?" Tsume Inuzuka asks.

"I will have teams of my most trusted Anbu check the bodies of each Uchiha. If the bodies of any Uchiha were clones, then they should have decomposed differently. It is the morally wrong thing to do, but right now it is a necessity." Naruto says. "Now let's get back on track. Once Tobi arrived, he threatened the five Kage and asked us to hand over the remaining Jinchuriki. Naturally, we declined. Tobi then declared war on the five great nations." Naruto says.

The council was shocked to their core. "So, we are going to war yet again." Inoichi says with a sigh.

"Yes, but this war is different. When Tobi left, the five Kage came to an agreement. We are now the Allied Shinobi forces. For the first time in the history of the Elemental Nations the five great nations are allied, and I am the commander of our forces." Naruto pauses to let that sink in. "We must prepare for a war that will never be forgotten. We must prepare to be marked in the history books forever, because we are entering a war that could cause peace of our time, or a conflict that could end in the destruction of all we know." Naruto says.
