I have seen many ways people determine the Alpha. I have never seen one female Alpha. Sure, there were many that explained that she has 'Alpha Blood' in her, but no more than that. Please change this. The females don't need the male to have that kind of position. She can be Alpha if it's in her blood and can also be addressed as Alpha. Only when she finds her mate, will that title change.

The males on the other hand cannot be Luna for various reasons. Before I get into further detail, let me note it down for you:

ALPHA

- The Alpha is the leader of the pack.

JOB:
- They maintain the orders.
- Assures laws are obeyed by all civilians.
- Maintains financial wellness in the pack.
- Their duty is to protect the pack and keep everything in order.
- They raise the next Alpha with their mate.
- Creates pack laws.
- Declares war.
- Maintains territory border and makes sure no one not-wanted crosses.
- Deals out type of punishments for crime done.
- Leads the pack in battle in the place of Beta or Gamma.
- Can be male or female.

RESIGNING TITLE:
- "I, Alpha (Name), forfeit my title to my heir, (Name), that he/she may watch over the pack, protecting it as I have. Alpha (Name of he new Alpha), may you reign long (and soon find your mate/ have healthy pups)."

BANISHING:
- "I, Alpha (Name) of the (Name) Pack, banish you ,(Rank) (Name), for (the crime that was committed by them). Be gone from my territory, or face the wrath of your former pack!"

ACCEPTING A NEW WOLF INTO THE PACK:
- "I, Alpha (Name) of the (Name) Pack, accept you, (Name), as a member of my pack."

REJECTING MATE:
" I, Alpha (Name), reject you, (Name), as my mate and the future Luna of my pack."

ACCEPTING MATE:
- "I, Alpha (Name), accept you, (Name), as my mate and the Luna of my pack."

DECLARING WAR:
-  "I, Alpha (Name), declare war against (Persons name/ pack name) for (reason)."

LUNA

JOB:
- Keeps the Alpha calm.
- Protects the females and kids of the pack.
- Acts as a negotiator tbeween he Alpha and the pack because she is the closest to them both.
- Must bear the Alpha's pups and help raise them.
- Grants pardons for wolves in pack cells.
- Helps the Alpha make decisions.
- Accepts new wolves into the pack.
- Has to witness and be there for all pack ceremonies and events that take place.
- Accompanies the Alpha to meetings with other packs.
- Keeps the Alpha's wolf at bay.
- Declares war.
- Leads the pack in absence of the Alpha.

BANISHING:
- "(Rank) (Name), you have committed serious crime against me/my mate/my pack. Because of that, I, Luna (Name), banish you from the (Name) Pack. (Leave now and don't come back!)"

ACCEPTING A NEW WOLF INTO THE PACK:
- "I, Luna (Name), accept you, (Name), into my pack. May you do my mate and me proud."

REJECTING MATE:
- "I, (Luna) (Name), reject you, Alpha (Name) of the (Name) Pack, as my mate (and Alpha)."

ACCEPTING MATE:
- "I, Luna (Name), accept you, Alpha (Name), as my mate."

GRANTING A PARDON:
- "I, Luna (Name), feel (Rank) (Name) does not deserve this punishment. As such, I grant him/her my pardon, as well as my mate's mercy."

DECLARING WAR:
- "I, Luna (Name), declare war against (Name of person/pack) for (reason)."

So as you can see, the Alpha and Luna have, almost, similar roles. The only difference is that the male Alpha can't give birth, which makes it impossible for him to be the Luna, unless it is a gay couple and the one man had a surgery that makes this possible. But most of the times, the gay couple would both be entitled 'Alpha' and not Luna.
