All werewolves that can fully transform has an inner wolf. This wolf is like another person living in the same body as the human. When they turn 18 or have their first shift, they will meet their wolf. Others, though, simply don't get their wolf and can't transform either. The werewolves like this can either never get their wolf or might get them at a later stadium.
This can be caused due to trauma or other supernatural reasons.
