China's ongoing claim to the West China Sea includes the Recto bank's resources. Furthermore, they claim the West Philippine Sea as their domain. This also entails a disagreement between china and Philippines.
According to Bandoc Jarius' analysis, China plots to steal the oil and gas from the Recto Bank within the Philippine EEZ. In order to prevent China from further extracting portions of the Recto Bank, the Philippines concluded that they must extract the fuel for themselves. Additionally, the Department of Energy (DOE) has firmly stated that "no deal" was finalized with the Chinese government about any cooperative efforts to explore for oil and gas in the disputed West Philippine Sea, which includes the Recto Bank, which is believed to be a gas-rich Philippine domain.
I identify the essay as claim of policy. It has been many years since the dispute between the two countries. Thus, philippines have to take matters into their own hands, by firmly claiming that the WPS is legitimately a territory of the philippines.
As a matter of fact, no well had been dug in the Philippines since the impasse with China began, thus crippling the upstream oil and gas sector for over ten years.
