Phoenix's heart drops down to her stomach. He was saying the truth.

"Phoenix we..."

She raises her hand with the gun, making the woman shut up instantly. Everyone knows the gun was only needed to avoid using her quirk; she just had to give someone a look to end them, without raising a single finger. Being in her eyesight was threat enough.

"Don't give me a shit story, don't want to hear it."

"We didn't know!" the woman shouts, a hint of frustration seeping through her careless facade. But was it actually a facade? She had shown no sign of interest in any matter except for the money and power. It angered her how she could still be surprised learning just how much of the hero system was corrupted, she should know better than anyone else.

"Of course you wouldn't," Phoenix laughs, genuinely amused. "Why would you? If they're not trained infant soldiers you rescued, they're useless huh? Do you even really care about the people?"

At this point, she didn't know whether she was furious or disappointed. This woman, the president of the HPSC, never showed empathy for the people involved with them. And that was well known despite the best efforts of keeping it a secret. What did Hawks have to do with this woman was a big mystery to her, and she would uncover the truth sooner or later. But right now she can't help but think he has some part in it. Why would he accept this mission? What was the real reason he brought her in this? She was close to getting the case done for, and they suddenly let him go. What for? To get her participation in the case upon Hawks' request?

Did she really know who Hawks was or what he stood for? He has proven to be an effortless liar, and amongst being amazingly secretive with his life outside being a hero, she really has no knowledge of who he is.

"I'm finishing this mission, for the sake of the society, and I'll take different matters into hands once I have what I need," Phoenix keeps her harsh, green eyes on the woman, letting the words sink in. But the woman laughs.

"Don't overestimate yourself, hero. We can dispose of you as quickly as you rose to the top three; nobody would even know about your whereabouts. We have done this before," she remains firm and the tension in the air grows even more.

The hero walks over to the wooden desk and sits down on top of it, wrinkling the papers underneath her, the gun in her hands seeming tempting, "would you really though? God knows how difficult it is to get to where I have."

"The original idea was to only have Hawks on this mission, but he insisted for you to tag along. We're confident enough he could do it on his own."

"Why allow me in this if so?" The sunset that hit her face gave menacing shadows to her dark eyes; the woman was afraid, but she never showed it. The scene resembled that of a lion and its prey.

She felt dangerous; a deep part of her threatening everyone in the room. For a moment, even she feels self control leave her body. If she did what she truly wanted, she would no longer be called a hero. But was she hero worthy for wanting to do such things?

Phoenix chuckles, "you really should have reconsidered accepting his proposal. It must be terrifying not having control over someone finally. But don't worry," she stands up and walks over to her now, standing only inches from the woman, "I'll be the one to end all of this."

Her words leave a huge threat over everyone's head. Many meanings behind that single sentence, who was meant to be afraid? The president can't help but fear; Phoenix got to her position for a reason, and she was a huge threat to the agency. It's true that it was hard enough to get to reach the infiltration point she had reached in the mission, but they couldn't risk to lose both heroes at the termination of one.
