No one's POV
Currently, Katsuki, Kirishima, and Kaminari all end up in a separate city-like district and are confronted by Seiji Shishikura from at Shiketsu. He proceeds to attack Katsuki with his Quirk "Meatball", however Kirishima jumps in the way and gets transformed into a lump of flesh. Katsuki arrogantly challenges Seiji head on, much to his irritation.
Seiji tells Katsuki and Kaminari that Shiketsu students wear their hats out of obligation to properly represent their school. Katsuki gets annoyed with Seiji's talks about obligation and once again challenges him to fight. Seiji says that students like Katsuki ruins U.A.'s dignity and the two clash in battle, with Katsuki using his new Super move AP Shot: Auto Cannon to counter Seiji's assault.
Seiji plans to break Katsuki's pride and show him why dignity is more important. Katsuki ignores him and they exchange attacks with their Quirks. Kaminari gets involved but Katsuki demands Seiji focus on him. Seiji does in fact and turns Katsuki into a meatball by flanking his opponent with a piece of flesh. Before Katsuki transforms he throws a grenade to Kaminari.
Seiji explains the licensing exam has a stricter vetting process because they want a selection of higher grade heroes. He plans to aid that process by eliminating those who are unworthy of becoming Heroes rather than focus on passing it himself. Seiji attacks Kaminari again but the latter uses the grenade Katsuki gave him to keep Seiji off balance.
Seiji moves in line with one of Kaminari's new projectiles. Kaminari shoots his electricity through his finger onto the projectile, sending a bolt of electricity shooting Seiji and electrocuting him. Kaminari recalls his new "Sharpshooting" equipment created for him by Power Loader and Hatsume, taking inspiration from Nhazul's longs range attacks.
He tells Seiji that he's misjudged Katsuki and Kirishima based on what he's word when in reality they're working hard to become heroes. Seiji is greatly injured by the electricity and loses his hold on the meatballs he's created.
Seiji angrily replies for Kaminari to focus on his own position and attacks. Kirishima and Katsuki recover their normal bodies and defeat Seiji with a combined attack. Kirishima thanks Kaminari, Katsuki but yells at him for taking too long. Seiji's other victims recover and the U.A. students face off with them following Seiji's defeat.

Currently, Nhazul, Izuku ,Ochako and Sero were all strategizing a plan of action and they heard an announcement that 60 people have already passed.
Sero: People are passing in groups...This is bad, what do we do?
Nhazul: I could tell after we were attacked, but at least we can do something about the group that's nearby.
Sero: What do you mean?
Nhazul: Before you three found me, there was someone trying to get a head start on the others. He was definitely panicking.
Izuku: I get it. Since if a large group is after a small number, they would end up fighting over prey.
Ochako: Oh, so if they keep leaving, them their numbers will slowly dwindle and they'll be at a disadvantage.
Sero: Then why were you saying we should all stay together?
Nhazul: We were told to hit the targets with the balls, so it's easy to think of this as target practice. But without knowing what our opponent's Quirks are...
Izuku: It won't make it easy or efficient to go after moving targets that are being protected.
Nhazul: Exactly. Which is why we need to restrain enough people for all four of us to pass and use the balls after they can't move.
