Walt intended Peter Pan to be made in the early 40s. Some say it was supposed to be the second film after Snow White

But the great World War 2 stopped the development because a lot of animators were drafted into the army. 

And after Cinderella was a smash hit and Disney got his men back, they were able to get back to full-length stories instead of package films. 

So of course, they decided to get back to work on Peter Pan
