"How exactly do you intend on doing that?"
There was quite a bit of doubt in Alastor's words, but Lucifer wasn't that dissuaded by his idea. Because it was a good idea. Charlie's theory on if they can go up, that the angels can go down is quite sound. It makes sense. However, the angels view themselves as above the Sinners in Hell. As above the faults that drag the humans down to this damned realm with him. If Lucifer can prove, without a shadow of a doubt, that they can be held just as accountable for the things they do as the Sinners, he makes them second guess everything. He brings the whole rainbow into their black and white world.
"With proof, Alastor." Lucifer replied, crossing his arms over his chest and tapping his fingers on his forearm. "Think about it, if the devil can drag an angel from Heaven then it proves that their holy rules apply to everyone. That they're not above fault and sins despite being angels. They're just as accountable for the things they do as the Sinners in Hell."
"I did not say it was a stupid idea, I asked how you intend on doing it." Alastor motioned to the office with his hand. "Because as you've said, multiple times now, you are chained to Hell. That seemed quite literal."
Right, okay, now he's seeing Alastor's problem with this. "It... is." There are literal chains on his soul keeping him down here, ensuring that he can't leave Hell. It's the reason he never saw everything that happened in the mortal world. The way that the humans progressed, the things they created and the happiness they have. However, as literal as it is, the fact was; chains can be undone. It's not going to be easy in the least, but it can be done. Lucifer just has to play his cards right–and pick the Archangel he talks to carefully. "That though, is going to actually be less difficult to remedy than the problem of arguing for an angel to fall."
Alastor hummed and tapped his fingers against the desk. "Which angel do you intend on dragging down? I doubt you mean to make one of your brothers fall."
"Oh, no, no–god no, I will never win that argument." He has to tackle this realistically, and dragging an Archangel from the Heaven's would be so much more difficult, perhaps even impossible, than dragging a normal angel. Any angel he can pull from their holy clouds will leave an impact, no one has fallen from the Heaven's since himself and Satan. Though they threaten and make it clear they can throw someone from Heaven, they haven't actually done it since him. "But, I do have an idea. That annoying exterminator that Adam brought with him? She's the reason Vaggie was stuck down here, isn't she?"
"Lute?" A hum is given in thought and Alastor tilts his head. "From my understanding, Vagatha was chasing a child cannibal in Cannibal Town and let them go. When she did that, Lute got angry at her and gutted her left eye and ripped her wings off. They turned her into a Sinner and left her behind."
"Not quite." Alastor blinked and Lucifer waved his hand in a circle. "She's not a Sinner. She's not a Fallen Angel either. What traps her down here is herself. She could have her halo back if she wants it, the problem is she doesn't. The same thing with her wings, they came back because she wanted them. What traps her down here is entirely mental. She hates Heaven now, she doesn't want to be an angel, so her body is manifesting those thoughts."
"...really?" Lucifer nodded and Alastor tapped his claws against the desk. "How fascinating. I had not realized how much of her situation she was unknowingly manipulating."
"Please don't use that against her."
A wide grin spread across the demon's face. "Now why would I do that?"
He can't tell if the other is being serious or not, but he really doesn't need him focusing on that right now. Lucifer sighed and narrowed his eyes at him. "Alastor, seriously, focus. This child in Cannibal Town, I thought it was a Sinner but children condemned to Hell are actually incredibly rare. I'm not saying it doesn't happen, I'm saying Heaven takes more consideration when sending them down here. So the child she was chasing, was it actually a Sinner?"
