So when I am trying to build up a character (I'll use Emily from Mama's boy as an example) I Start with basics.

Name
Age
Sex/gender

So with Emily I decided her Age first. She originally was gonna be 22 but I changed it to 20 when I decided Riley's age. Then I Chose her Sex, I chose Female bc I was born a Female and I wanted to base her on me. Her name was chosen because I have always liked the Names Emily and Elizabeth but I thought Elizabeth was too posh for the type of person I am.

Next personality.

Are they calm
hot headed
Silly
Charming
Thoughtful

I decided Emily would be a Calm, sensitive person but if you annoy her she will come for you. Once you get Emily annoyed it's hard to make her calm back down. She is very caring and loving.

After that I usually think about how they would react in certain situations.

How would they react

In a fire
Argument
Getting a present
Calming someone down
With family
With friends
With their children

Just examples of scenarios, you might used different ones more fitted to your story and I would try to make a range of good and bad so you have an idea of how the character would react in good or bad situations.

Now think on things they love and hate. They could Love thrill roller coaster rides and Hate Cats for example.

After all of that you can start to think about appearance.

I usually go head to toe.

Hair color
Hair style
Skin color
Eye color
Lip color
Piercings (if they have it)
Top style
Bottom style
Nail color (if they have it)
Shoes

For top and bottoms, get a style that the character will have and try to stick to it. Make sure to include PJ's, work clothes, everyday clothes and formal event clothes.

Hope this helps, hopefully more of these out soon. Happy writing, stay safe.

Much love ❤
